Project Description:

EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC will work in Mega Manila to address critical gaps and bottlenecks in the response to HIV among KPs in the Philippines and build capacity of local, community based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs. In addition to the activities mentioned above, EpiC Philippines will focus on expanding HIV case finding in the community, expansion of PrEP and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population groups.

In order to address the first 95, which is focused on case finding and status awareness, EpiC will be conducting a study on HIV self-testing (HIVST), particularly on the use of oral fluid-based HIV test kits. EpiC Philippines aims to find evidence through this study, that the inclusion of an oral fluid-based self-testing kit is a suitable alternative to blood-based testing that is acceptable and feasible for local key populations. To this end, Site Implementing Coordinators will be needed by the research team, who will be responsible in conducting research related activities in the partner sites and reporting to the EpiC research team.

Detailed Description of Tasks to be Performed:

The Website Developer will take the lead in designing and developing a secure website for the implementation of the HIVST demonstration study.

  • Secure hosting and domain services for the website during the implementation of the study
  • Design and develop a working website for the research study
  • Outfit the website to the specifications of the research team
  • Ensure the stability, usability, security, and compatibility of the website platform
  • Provide training to the research team for the use of the study website
  • Responding to and troubleshooting all website issues
  • Help train site implementing coordinators and collectors with the use of the website
  • Provide weekly updates regarding website traffic and data
  • Forward data collected on the website to the research team
  • Troubleshoot any problems with the website
  • Attends activities organized and/or sponsored by EpiC Philippines relative to the use of the study website

Required Skills:

  • Experience in developing complex web applications
  • Strong PHP, ASP.NET, C#, Python, HTML, and JavaScript Skills, or any equivalent programming languages for web development
  • Strong software design / architecture skills and knowledge of the software development lifecycle.
  • Familiarity with Agile methodologies (RUP,SCRUM, XP, MSF)
  • Familiarity and understanding with software testing methodologies and software security
    practices
  • Strong understanding of relational database management (database planning and design concepts, reports, data queries and extraction) and familiarity with data management software (MySQL, PostgreSQL, MongoDB, or any equivalent database applications)
  • Strong understanding of logical workflows and flow charts

Required Education/Job Experience:

  • Bachelor’s degree in Computer Science, Information Technology, Web Design or related field is required.
  • Master’s degree or equivalent in a related field is preferred
  • Minimum 5 years of experience in website development
  • Minimum 2 years of experience in website management
  • Demonstrated track record of delivering software product releases on time and within budget
  • Experienced in the design, configuration and maintaining database servers and
    processes, including monitoring of system health and performance, to ensure high levels of performance, high-availability, and security
  • Expert knowledge of Macromedia suite, Adobe suite, Content Management Systems, and W3C Web standards
  • Highly proficient in HTML, XHTML, CSS design, cross-browser and cross-platform compatibility, firewalls (functionality and maintenance), Access, mySQL and JavaScript
  • Able to transform complex business requirements into intuitive UI’s by initially creating prototypes and working with users
  • Able to facilitate webhosting and server management
  • Able to maintain and update website content
  • Ability to troubleshoot website issues in a fast-paced environment.
  • Creation / maintenance of full system documentation
