Objective

The Weapon Contamination (WeC) Coordinator maintains overall responsibility for the management of the WeC programme in Iraq, in coordination with the ICRC delegation’s management and the ICRC WeC Regional Manager covering the Near and Middle East region. S/He promotes an integrated approach to addressing the impact of weapon contamination. The WeC program in Iraq has a strong focus on staff safety, operational continuity, risk awareness and safer behaviour.

The WeC Coordinator will:

* Ensure continuity of activities designed and support the development of new integrated projects;

* Develop yearly plans of action; and

* Ensure that activities are implemented to the expected standards and that planned objectives are met by mobilizing and managing appropriate resources, amongst other duties.

Main duties and responsibilities

* Maintains overall responsibility for the implementation of the WeC Strategy in Iraq;

* Develops, supervises and coordinates all WeC activities and staff management in Iraq;

* Develops a thorough understanding of the weapon contamination situation in Iraq and provides ICRC management with hazard identification and risk assessments regarding the likely impact of weapon contamination on staff, operations and civilians in affected areas;

* Defines and updates the ICRC delegation’s WeC strategy and related plans of action in line with the WeC framework and the ICRC delegation’s operational strategy;

* Suggests ways of improving the implementation and integration of WeC activities within the ICRC delegation;

* Coordinates, with the ICRC WeC Regional Manager, on all strategy development and definition of projects;

* Reports to the WeC Regional Manager on agreed ways of monitoring and assessing WeC operations;

* Manages the annual planning and budgeting process, ensuring that WeC activities are fully integrated into relevant programmes and complement other aspects of ICRC assistance and protection programmes;

* Ensures that the necessary resources are mobilized and used to implement plans of action;

* Ensures that knowledge management and lessons-learned are duly documented and shared with the ICRC WeC Regional Manager;

* Liaises proactively with governmental bodies (e.g. Directorate of Mine Action – DMA), specialist agencies, the UN, other international organizations, educational institutions (e.g. universities), NGOs and the private sector on matters related to policy, research and development, coordination and good practice as regards conventional weapons;

* Represents the ICRC in mine action and other relevant fora;

* Provides training, mentoring, guidance and support to national mine action structures and/or other relevant players, such as members of the International Red Cross and Red Crescent Movement working in the context; and

* Liaises and coordinates with ICRC’s victim-assistance and legal experts active in the field of weapon contamination to ensure coherence of ICRC programmes.

PEOPLE MANAGEMENT RESPONSIBILITIES

* The WeC Coordinator is the Functional Line Manager and Technical Line Manager for the ICRC WeC employees based in Baghdad and s/he is the Technical Line Manager for ICRC WeC Field Officers based in ICRC Sub Delegations throughout Iraq;

* S/He leads ICRC WeC recruitments at country level;

* S/He understands and supervises the Performance Management & Development activities for employees under their supervision; and

* Engages in ongoing and continuous coaching and support, to the full WeC team.

Education and Professional Experience required:

* Bachelor Degree in Humanities, International Affairs, Conflict Studies and/or related fields;

* Qualification equivalent to IMAS Explosive Ordnance Disposal (EOD) to level 3 is desirable;

* 10 years overall professional experience in Humanitarian Mine Action, EOD, explosive threat mitigation and/or risk reduction in a management context;

* 3 years of proven and successful experience working in a WeC-related field;

* Experienced and successful manager (staff and budget management);

* Sound understanding of the mine action environment;

* Good understanding of the principles of risk management;

* English and Arabic language Fluency is mandatory; and

* Computer Literacy is mandatory.
