Terms of Reference for a consultant

Assignment: Taking partner implementing staff into a documentation Training.

The Documentation training will focus on taking participants including Persons living with disability through photographic sessions, and how to document good quality success and life stories from the photos undertaken from Key Beneficiaries. The Photographic sessions will help participants learn about light, resolution, exposure, colour, tone, angles, composition and timing which when all put together will help produce more creative, interesting and more noticeable photographs. Essentially, the purpose of Photography is to communicate and document moments in time i.e., photography documents a journey taken in a project.

Background of the WAA! Programme

We Are Able! works in six African States (Burundi, DR Congo, South Sudan, Sudan, Uganda and Ethiopia) as well as in the Netherlands and has its main objective ‘Co-creating inclusive governance for access to basic resources that leaves no-one behind’. In Uganda, The program is implemented in the West Nile and Acholi regions.

We Are Able! wants to see People with Disabilities (PWDs) improving their right to land and food security by creating an enabling environment for action at grassroots level.

In Uganda the We Are Able! Consortium consists of (I)NGOs, namely ZOA as lead, NUDIPU and Light for the World (LftW). In addition, The Hague Academy (THA) and Vereniging Nederlandse Gemeenten Internationaal (VNGi) have been subcontracted under this grant.

We Are Able! is being financed by the Dutch Ministry of Foreign Affairs under the Power of Voices subsidiary framework and runs from January 1st 2021 until December 31st 2025.

We Are Able! focuses on lobby and advocacy by and for People with Disabilities and other marginalized groups to increase their access to basic resources such as land and water as detailed in the Theory of Change for the WAA! programme. We Are Able! is working with individuals directly as well as through their representative organizations, such as Disabled People Organizations (DPOs) and mainstream Civil Society Organizations (CSOs). Formal and informal authorities at local, national and international level are involved to promote dialogue and a conducive enabling environment for change that ensures food security for those most at need in countries affected by conflict as well as by the impact of the COVID19 pandemic.

Background of the assignment and expected results

One of the key components of communication during project implementation is documentation, which takes on various forms, of evidence-based reporting for example, storytelling and photography. This means conveying the true nature of the WaA! Project activities and its accomplishments to the community, in form of success or impact stories and project photographs.

While this is a key factor in project implementation, it is important that all project staff, especially those that are often in the field, are equipped with the right skills, information and tools to be able to amplify the voices of the beneficiaries through impact stories and photos. It is therefore against this background that a need for a documentation training is planned for the staff of the We Are Able program.

In a close engagement with the partners in country, the consultant key role is to facilitate a training workshop on documentation taking participants through basics of good photography (theory and Practical) and also train them into how to capture/Make sense of good quality stories from beneficiaries that will be the epitome of the remaining three years as a means of documenting Key outputs.

This is envisaged as a means to strengthen the overall WaA! program in the country with evidence that will be captured and presented for further programming.

This training is envisioned to also equip the team on how to develop short but informative messages for websites and brochures.

Aim of this assignment

To improve the quality of documentation skills for WaA! members by using multimedia tools (photograph and as well sharing skills in documenting good quality stories of program beneficiaries).

To achieve this objective, the consultants will:

  • Provide photography training to relevant staff members who are mainly working with field implementation and communication on how to use camera in professional manner and on picture composition.
  • Provide the product documentation training to relevant staff members with mainly focus on the interview style(stories writing), video recording through smart phone as well as development of information messages processes for websites, brochures etc. and how to make them inclusive.

To provide the training on photography, the consultants will use the participatory approaches to engage the participants which include field visit and practice

Activities to be performed

  • To develop a full work plan for the workshop to be approved by the project management
  • To equip the above participants with practical skills in photography, video and story writing
  • To give the participants better understanding in documentation of key success stories and facilitation in development of information messages processes for websites, brochures etc. and how to make them inclusive.

Outputs (expected deliverables)

Participants are expected to demonstrate practical photo and video skills and can use photos/videos for writing meaningful stories/case studies.

Therefore, the expected output include;

  • An inception report detailing and explaining detailed training content and methodology.
  • Comprehensive training Report with use of photos
  • Sample stories from each participant to show improvement
  • Recommendations for future learning on communication and documentation of project success

Minimum qualifications

Education

  • Advanced university degree (Master’s degree or equivalent) in mass media (Journalism), communication, or development studies
  • professional training in photo documentary, photo journalism or other relevant field.

Professional experience

  • Extensive experience in online advocacy, social media content management of 3+ years
  • Prior experience of providing trainings in photography and videography
  • Knowledge and experience in the field of inclusion of marginalized groups in development programmes and governance in fragile settings;
  • Experience in working with People with Disabilities is an advantage

Number of working days = 3 days

In consultation with the Consortium coordinator, MEAL Coordinator and the partner communication’s officers;

  • Develop a framework to support the training period of the partner staff

Payments:

  • Payment includes costs of professional fees, travel and accommodation to and in the field location.
  • Payment is to be made upon the completion and submission of the required key outputs from the training workshop.

Time frame:

  1. Sign ToR: By 8th November 2022
  2. Briefing meeting with Consortium Coordinator, Partner communication officer, MEAL Coordinator and Consultant: 9th November 2022
  3. Preparation of Training (consultancy): 10th -11th November 2022
  4. Conducting Training in Gulu: 15th-17th November 2022
  5. Delivery of Training report: November 2022

  3. Outline work plan, based on the above schedule, including any additional suggestions or considerations to support the Training
  4. The Proposed budget for the assignment, based on a day rate calculation
