Water, Sanitation & Hygiene Promotion Project Coordinator (National Position) – SRO – AO6

NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

This position aims to collaborate with the WaSH Project Manager and lead the delegated portfolio of WaSH or related projects in Northwest Syria. The position holder will be responsible for managing components of the NRC WaSH projects and staffing in Northwest Syria. Projects in this area are delivered through remotely managed NRC staff. In addition to project delivery, the position contributes to the broader Syria Response country-level programme development in collaboration with the Shelter & WASH Specialist.

Generic responsibilities

-Line management of WaSH project field staff.
-Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies.
-Contribute to WaSH strategy development and project proposal and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market based programmes.
-Manage and implement a delegated portfolio of WaSH (Water Trucking, WaSH Services and WaSH infrastructure) projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high-technical quality.
-Provide regular progress reports to PM (APM and CCS if no PM).
-Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
-Promote and share ideas for improvement and necessary changes in the activities.
-Ensure capacity building of project staff and transfer key skills.
-Liaise and collaborate with relevant local authorities and other key stakeholders.
-Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities
-Personnel management. Responsible for the successful staffing and structure of the WaSH team and ensuring recruitment and line management are conducted per the relevant NRC policies and procedures. Ensuring an appropriate balance of gender, skill sets and diversity at Area and Field-Office level.

-Project Cycle Management (PCM), implementation and budget management. Responsible for successfully delivering WaSH or related activities and targets as per donor log-frames and budgets, continuously assessing feasibility and adjusting plans as necessary.

-Capacity Building. Responsible for the successful capacity building of WaSH staff in relevant competencies, including performance management and planning and resourcing capacity-building initiatives within the framework of NRC strategies, tools and guidelines.

-Technical Quality. Responsible for implementing high-quality WaSH projects per the agreed NRC Country and CC Strategies, tools and guidelines. Includes compliance with minimum standards; collaboration with Shelter/WaSH Specialist in developing minimum standards, SOPs and guidance; compliance with Housing, Land and Property (HLP) requirements; meaningful consultation with affected populations throughout the project cycle; needs-based targeting and selection; integration with other Core Competencies. Responsible for producing high-quality programme deliverables, including BOQs, drawings, Key-Informant Interviews and Focus Group discussion reports, work plans, water testing reports, logbooks, tracker and register entries etc.

-Programme Development. Collaboration on Area Office-level input into WaSH Strategy and other programme development initiatives.

-Project M&E and reporting. Responsible for accurate and high-quality Monitoring and Evaluation of WaSH or related activities, including construction/process, output and outcome monitoring, internal reporting (e.g. GORS), donor reports and inter-agency reporting of achievements (e.g. 4Ws).

-Protection and accountability. Responsible for Protection and Accountability mainstreaming throughout WaSH or related activities.

-External Coordination & Representation. Responsible for Area-level external coordination and representation concerning WaSH activities, coordination and representation in formal and informal forums, including clusters, working groups, camp administration and management, international and local NGOs and local authorities in coordination with the Field Coordinator.

Qualifications

Generic professional competencies for this position:
-Minimum 2 years of experience working in WaSH projects in camps/informal settlements
-Minimum 3 years of experience in project implementation in humanitarian/recovery contexts
-Previous experience working in complex and volatile contexts
-WaSH Core competency expertise
-Documented results related to the position’s responsibilities
-Fluency in English and Arabic, both written and verbal

Context/ Specific skills, knowledge, and experience

-Minimum 2 years of WaSH expertise (as Project Officer or above)
-Bachelor’s Degree or above in Environmental, Hydraulic or Civil Engineering or Environmental or Public Health Science or similar
-Knowledge of the context in Syria
-Experience with remotely managed programming
-Previous relevant experience in WaSH intervention in camps and informal settlements
-Experience in water and sanitation infrastructure projects
-Proficient in Microsoft Office Applications, mainly Word and Excel
