Oxfam Consults is looking for Consultants/Freelancers specialised in Water Safety Planning in urban contexts for our External Consults Roster.
Candidates selected to be included in the Oxfam Consults roster should satisfy the criteria outlined below. All the candidates must have demonstrable experience in providing consultancy services and working as freelancers.
The role, when deployed, will be to provide high quality and specialist expertise to Oxfam Consults in line with an individual Terms of Reference (ToR) that is in line with Oxfam values.
Selected candidates will be offered a framework agreement (of up to two years) that offers a flexible scenario for managing assignments. It is expected that consultants working under this arrangement will provide services on a regular basis to Oxfam Consults as required on a case-by-case basis.
Selection for this roster does not constitute an employment offer and there is no guarantee of work.
The Role:
A Water Safety Plan (WSP) is defined by the World Health Organization (WHO) as “a comprehensive risk assessment and risk management approach that encompasses all steps in water supply from catchment to consumer” to ensure safe drinking-water. Water Safety Planning (WSP) ensures the delivery of safe and sustainable drinking water to urban populations while adhering to international standards and guidelines. The objective of promoting WSPs is to broaden the emphasis of water quality management to include operations and management of water supplies. This broader approach is preferable to the narrower focus on water quality compliance monitoring, which was often the predominant consideration of water suppliers, surveillance agencies, and regulators prior to the implementation of WHO WSP guidelines.

An ideal candidate for the role will also be / have:
Essential:
- Extensive experience and demonstrated expertise in water safety planning, risk assessment, and water quality management in urban contexts.
- Significant professional experience in technical water safety risk assessments and development of Water Safety Plans or experience of similar nature with a strong understanding of water safety planning.
- Degree in water resource management, water quality management, public health/civil/environmental engineering, or other relevant field related to water management in urban contexts and more specifically water safety.
- Ability to develop user-targeted operations manuals, standard operating procedures (SOPs), emergency response plans and record-keeping forms for water quality management.
- Experience of conducting desk studies through reviews of existing evidence, key informant interviews and workshops
- Ability to review and critically assess the existing enabling environment such as policies, legislation, regulation, institutional capacity and resources needed to manage urban water safety and provide key policy, strategy and institutional recommendations.
- Expertise in primary data collection, assessment and analysis
- Experience of delivering high-quality workshops, training sessions and meetings in person and remotely
- Proficiency in relevant software and tools for data analysis and reporting
- Excellent written and spoken English.
Desirable:
- Experience of working in Central Asian region is preferable. Knowledge of Russian and/or a Central Asian language is an added advantage.
- Experience of collaboration with relevant local authorities, water utility personnel, health agencies and other relevant stakeholders
- Excellent presentation skills. Proven strong analytical skills, and ability to produce clear and concise reports
- Excellent project management and communication skills.
