Objective

 

Plans, designs, and implements engineering projects within the scope of the ICRC’s water and habitat assistance objectives and provides support to the Sub Delegations in Iraq.

Main duties and responsibilities

  • Contributes to the planning and organization of program activities together with the Water and Habitat Coordinator for the IQ premises rehabilitation/construction needs and general Water and Habitat projects support for all Sub Delegations as the need arises.
  • Proposes and designs Water and Habitat projects to meet the assessed needs according to objectives.
  • Draws up documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats.
  • Monitors project implementation for compliance with project documents, ICRC standards/guidelines, and local building codes/standards, ensuring corrective action is taken where necessary.
  • Supervises small numbers of contractors working on project sites and conducts quality control of infrastructure installed by the ICRC. Ensures works are implemented correctly, on time, and within budget.
  • Monitor the consumption of the budget against the implementation of activities; alerts her/is supervisor in case of excessive or insufficient expenditure; suggest corrective actions.
  • Proposes corrective steps or solutions with especial cases, discusses them with the Water and Habitat delegate for approval.
  • Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC.
  • Uses results-based management methodology to evaluate project implementation and Water and Habitat program.

 

Networking

  • Engages stakeholders, clients, and beneficiaries to promote participation and ownership of Water and Habitat projects.

 

Administration/Finance

  • Prepares and shares monthly cash forecast with Finance and Iraq Water and Habitat Administrative assistant.
  • Ensures necessary paperwork relevant to the Water and Habitat projects is established and follows up with administration to ensure documents are properly filed.
  • Ensures payments of daily workers, suppliers, and contractors according to procedure.
  • Settles working advances according to procedure.

 

Logistics

  • Maintains a list of suppliers and contractors up to date.
  • Manages project purchasing on labour and materials according to the delegation’s financial rules.
  • Contributes to the tender process as required.
  • Organizes material deliveries and ensures checking of the material quality and conformity of paperwork.

Qualifications & Preferred Skills

Education and Professional Experience required

  • University degree in electrical, civil, structural, or hydrological/hydraulic engineering, or similar.
  • 3 to 5 years of professional experience in a related field of activity.
  • Experience managing 1 to 3 technical support staff.
  • Proficient in the use of calculation software, AutoCAD and MS project-management suite or equivalent.
  • Good knowledge of water and sanitation or construction engineering.
  • Communications Skills and analytical thinker.
  • English and Arabic language Fluency is mandatory.
  • Computer Literacy is mandatory.
