The role

Under the general direction and guidance of Director of Program Development & Quality, the WASH technical advisor (TA) assures the effectiveness and quality of WASH interventions. The TA will lead, in collaboration with team members, WASH related sectoral assessments, programme design and master budgeting, fundraising, quality assurance and capacity building.

The WASH TA will provide strategic input to programs and guidance on positioning in clusters and other sectoral coordination fora, day-to-day guidance and in-the-field training for field staff. It is expected that the WASH TA will spend the majority of his/her time in the field, ensuring the quality of WASH programmes, both in terms of quality control and team and partner capacity building. The WASH TA will also be expected to regularly raise quality concerns and report operational challenges as needed. He/she will also be expected to feed into broader country-office advocacy initiatives.

Qualifications and experience

  • A WASH professional with a Degree in hydrologic engineering, construction or related;
  • Significant professional experience, at least 5 in WASH sector at managerial position in a humanitarian or development context;
  • Excellent understanding of the WASH sector within the DRC context; experience working in integration with other sectors such as health, nutrition, and education an advantage;
  • Experience working in Emergency responses such as Ebola and/or cholera responses an advantage;
  • Knowledge of and Experience with the Clean Clinic Approach an advantage;
  • Experience of and commitment to working through systems of community participation and accountability;
  • Demonstrated monitoring and evaluation skills;
  • Ability to work both in an advisory role and a hands-on implementation capacity;
  • Proven capacity to supervise, train and coach staff and partners in WASH technical skills;
  • Ability to write clear and well-argued assessment and project reports;
  • Experience writing donor funding proposals for institutional grants in excess of US$1 million;
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties;
  • Strong influencing skills and experience in advocacy;
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy;
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances;
  • Strong results orientation, with the ability to challenge existing mindsets;
  • Experience solving complex issues through analysis, definition of a clear way forward and ensuring buy in;
  • Ability to present complex information in a succinct and compelling manner;
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies;
  • Basic knowledge in constructions and plan design;
  • Fluency in English and French, both written and oral;
  • Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.

Contract length: 12 months
