PURPOSE: Project HOPE provides humanitarian assistance to conflict affected populations throughout Ukraine. The United States Agency for International Development (USAID) Bureau for Humanitarian Assistance selected Project HOPE as their implementing partner for multiple awards focusing on providing specific support activities related to the Health, Protection, and WASH sectors. This consultancy is intended to provide short-term support to the existing locally staffed WASH Team and will be based in Odesa, Ukraine. The consultancy’s area of focus is on WASH related technical activities in the Kherson, Dnipro, Kramatorsk and Kharkiv Oblasts.

Under the supervision of the BHA Program Director and in collaboration with the WASH Team Leader, the consultant will support and closely work with WASH staff for the delivery of shared or contributory results for all or part of the following areas:

  • Provide technical insight and input, technical assessments and reviews related to implementation of the BHA-funded WASH program in Ukraine, focusing on the successful rehabilitation of boreholes and water towers in targeted communities and other WASH activities in southern and eastern Ukraine.
  • Develop a comprehensive WASH staff capacity building plan for Project HOPE’s local teams and engineers related to humanitarian and development programming with a focus on borehole construction and rehabilitation, basic hydrology, water quality standards (including microbiological water quality, water disinfection, chemical and radiological contamination, and water quality for Health care centers), maintenance and sustainability planning for donor-funded WASH activities, and other technical areas as needed.
  • Work in collaboration with the Project HOPE Country Office’s MEARL Manager to conduct monitoring and data collection exercises and provide accurate beneficiary and usage estimates for WASH related upgrades.
  • In coordination with the WASH Team Lead, liaise with the National and Regional WASH Cluster (and other relevant clusters as needed) on behalf of Project HOPE’s BHA-funded EACAP Program, to identify/confirm WASH activity sites and provide updates on any rehabilitation works being undertaken.
  • Any other relevant task assigned by supervisor.

To Qualify for this consultancy the candidate must demonstrate the following:

Professional experience

  • A minimum of seven (7) years of relevant experience, at the national and/or international levels, in WASH and/or other directly related technical fields is required.
  • Demonstrable experience in planning and implementation of civil design construction, boreholes and water supply systems and other WASH projects is required.
  • Experience in development and humanitarian work, especially in emergency response, will be considered an advantage.

Languages:

  • English – Upper-intermediate required both written and spoken
  • Ukrainian – Considered an advantage

Skills and competencies.

  • Strong understanding on the project cycle management for international donors, technical supervision and planning.
  • Ability to understand, review and analyze technical documents.
  • Good understanding and skills on communication with different stakeholders (local authorities, contractors, consulting firms, NGO/CSO).
  • Ability to perform several tasks in a timely manner with a focus on quality.
  • Communicate key messages to different audiences.

Technical competencies:

  • Sound understanding of water supply and sanitation technologies and processes, and WASH infrastructure and rehabilitation, specifically including drinking water treatment (surface and groundwater)
  • Understanding of the UN Cluster system
  • Proficient knowledge of MS Excel, MS Word and MS PowerPoint.
  • Understanding of adult learning methodologies and ability develop training materials and to effectively train teams on technical subject matter
  • Ability to lead assessment processes and/or technical working groups is an asset.
