36 organisations active in the humanitarian WASH sector all over the world have joined forces and elaborated an action plan, with the goal to accelerate action and deploy new approaches to save more lives, achieve better public and environmental health outcomes, and create synergies between acute emergencies, humanitarian crises and long-term development. This collective is named the 2020-2025 WASH Road Map (RM).

The RM (www.washroadmap.org) wishes to conduct a Mid-Term Review to assess the implementation of its strategy. Advised by an experienced and engaged Task Team (composed of senior WASH advisors) and supported by the RM Secretariat, the consultant will lead this evaluation process.

ABOUT THE JOB

In line with MTR objectives, the consultant is expected to take the lead on the MTR implementation:

  • Draft along with the MTR Task Team the inception report. It should clarify the questions the MTR should respond to, the methodology to get those answers and details on all expected MTR deliverables.
  • The consultant, with an external eye, will be responsible to collect the relevant data. Consultant will lead survey analysis and interview follow up. They should ideally also investigate and refer to literature that can support the MTR findings and recommendations.
  • Drawn from consultations with Road Map members and existing literature, the consultant will be responsible for the delivery of an analytical report which should respond to the MTR questions and offer practical recommendations on how to enhance the RM implementation plan to ultimately accelerate progress and address potential gaps. The overall expectations for this report is a set of SMART, tangible and specific recommendations.
  • In collaboration with the Task Team, animate a workshop with Road Map Steering Committee members to discuss the conclusions and practical recommendations from the report. Ideally, workshop leaders will ensure a consensus is found on which recommendations should be taken on board to reshape the RM implementation plan.

Following the workshop, the consultant will be responsible to issue a revised RM implementation plan (The baseline for the implementation plan being the list of initiatives and the governance model) based on consensus found at the workshop and to present the recommendations. The revised implementation plan will be submitted to a formal approval vote at an ad-hoc SC meeting.

  • The consultant must have professional experience in humanitarian WASH.
  • The consultant must be able to demonstrate experience in collecting and analyzing quantitative and qualitative data, as well as in analytical reviews
  • Previous experience in non-governmental collective management is a plus
  • Distant knowledge of the 2025 WASH Road Map and its governance is a plus.
  • The consultant must be fluent in English, and preferably in French.
  • The human resources needs and technical means to conduct the consultancy.
