ABOUT THE WASH ROAD MAP 2020-2025

Desired start date: July 2022

Duration: One year fixed-term contract (with possibility of extension)

Localisation: UK or France-Home based (teleworking) with occasional travel

Employer: Your position will be hosted by either Solidarités International, France or RedR UK, according to your country of residence

Team/Service: You will work closely with the Head of Secretariat and the Two Co-chairs based in Paris, Geneva, and London respectively.

Major emergencies are increasing over time and are compounded by the humanitarian consequences that escalate the severity of the immediate and cumulative effects of these crises. The character of emergencies has also changed; while at the beginning of the period those triggered by environmental factors dominated, at present, complex and protracted conflict-related crises demand most of humanitarian action in Water, Sanitation and Hygiene sector. The scale of WASH interventions in emergencies has increased substantially over the last decade, both geographically and financially.

But too often, WASH responses fail to meet defined humanitarian or sectoral standards due to a lack of capacity, preparedness, and funding, resulting in services and assistance that are not fully accountable and do not adequately address the priority needs and expectations of the people affected by crises.

This statement, made at the 2019 GWC Annual Meeting, was followed by a high-level meeting in which emergency directors from the fifteen largest organizations involved in the WASH sector were invited to discuss how to provide better responses, at scale, anywhere, anytime. This event marked the official launch of the WASH 2020 – 2025 Road Map. Since then, 35 of the most active humanitarian organizations in the WASH sector from all over the world have joined the Road Map and developed the content for the 16 global initiatives that compose it.

These 16 initiatives aiming to put into practice new and innovative approaches to save lives, reach public and environmental health outcomes and build synergies between acute and complex emergencies, humanitarian crises and long-term development.

ABOUT THE JOB

The Steering Committee, the legislative governance structure of the WASH Road Map, elected two co-chairs in March 2021 for a two-year term. Their role is to organize the day-to-day operation of the Road Map, to make operational decisions with support from the various governance structures, and to facilitate the implementation of initiatives. To meet these objectives, secretarial, coordination, communication, monitoring, and reporting tasks are required. The WASH Road Map Secretariat is intended to fulfil these tasks to provide additional working capacity to the co-chairs so that they can focus on strategic issues while operational issues are addressed in an efficient et timely manner.

The secretariat is composed of two people:

  • Head of Secretariat – part-time (5.5 days per month) oversees key strategic aspects of the secretariat’s mandate.
  • **The Secretariat Officer – full time, they ensure that the Secretariat fulfils its role and takes care of the day-to-day work that the secretariat’s mandate requires to support the implementation of the WASH Road Map, its development, and its visibility.

As Secretariat Officer you will be responsible for:

COORDINATION AND SUPPORT TO GOVERNANCE STRUCTURES

To support the governance of the Road Map:

  • Organization and facilitation of governance structures meetings (1 meeting of the Executive Committee every month, 2 meetings of the Steering Committee per year and one annual meeting of the Board)
  • Production of the minutes of the governance structures’ meetings
  • Implementation of decisions taken by governance structures

To set up and facilitate communication between Road Map members:

  • Development of communication tools and processes between Road Map Members
  • Identification of synergies, overlaps between initiatives
  • Set up and facilitation of exchanges and/or collaboration between initiatives and/or external partners.**

INITIATIVES MONITORING AND SUPPORT

To monitor the progress of the 16 initiatives:

  • Organization and facilitation of quarterly meetings with the 16 initiatives to update the global dashboard of the Road Map
  • Set up tools and processes to monitor and disseminate the progress of the Road Map amongst close and external partners
  • Identification of needs, gaps and support required from the initiatives

To support the initiatives in need:

  • Development and implementation of support strategies for the initiatives
  • Development of strategies to reach donors and secure funds
  • Identification of potential consultancy in line with needs and gaps identified and support for hiring

COMMUNICATION AND VISIBILITY

Increase the visibility of the Road Map:

  • Identify international events in which the Road Map can participate to increase its visibility and impact
  • Create the content of the WASH Road Map sessions in collaboration with the co-chairs and Road Map members
  • Establish a clear communication strategy and implement
  • Development of communication material to disseminate at global level

Online presence of the Road Map:

  • Management and updating of the Road Map website content
  • Improving and upgrading the Road Map website – defining an online communication strategy

YOUR PROFILE

Essential

  • **Minimum of two years’ experience in coordination and/or public communication positions
  • Good knowledge of the humanitarian sector and its organization/functioning (sector, cluster, coordination, different actors etc).
  • Knowledge of project management and communication
  • Ability to create, analyse and synthesize data
  • Good understanding of Microsoft Office tools (Outlook, Word, Excel, PowerPoint, Teams)
  • Good oral and written communication, ability to inform
  • Autonomy, initiative, and proactivity
  • Strong organisational skills and rigour
  • Adaptability
  • Ability to work in a team and with various people from different countries, organizations.
  • Ability to work under time pressure
  • Excellent writing and communication skills in English (85% of the work will be done in English)
  • Good communication skills in French are required (the Head Secretariat is French)

Desirable

  • **Master degree, or relevant combination of qualifications and experience in political science, international relation, public communication, project management etc.
  • Good knowledge of the WASH humanitarian sector would be an asset
