WASH Proposal Lead Writer

About CWS

Scope of Work

The Business Development (BD) Team of CWS is responsible for all new institutional funding for the organization and is directly supporting CWS’ organizational priority to diversify funding.

CWS is seeking a consultant to lead the development of WASH technical proposals and associated logical frameworks for identified requests for proposals from public and private funders. The successful candidate has a strong technical background in the Water, Sanitation and Hygiene (WASH) sector with demonstrated success performing lead roles in program design and technical writing.

Responsibilities

Provide proposal design and lead technical writing for CWS identified funding opportunities:

Program Technical Design

Support CWS teams on responsive program design, including participant targeting, implementation plans, results frameworks, theories of change.

  • Conduct desk research to support context and gap analysis, intervention approaches and program design.
  • Informed by key technical developments in the WASH sector

Proposal Writing

Lead the writing of technical narratives in collaboration with country office teams and local partners.

  • Drafting and strengthening narrative sections including background statements, gap analysis, gender analysis, activity implementation plans, technical approaches, cross-cutting issues, management and staffing, and organizational capacity statements.
  • Review and incorporation of draft technical narratives provided by local partners.
  • Support color team reviews
  • Incorporate key technical standards and developments in WASH sector.

Abilities and Qualifications

  • Minimum of 10 years’ field experience in WASH programming, with an emphasis on refugee populations and or highly vulnerable populations.
  • Prior experience supporting winning WASH proposals to UNICEF/ WHO /Gates /USAID/ or other WASH focused donors.
  • Excellent writing skills in English.
  • High degree of technical expertise in the subject matter.
  • Ability to collaborate effectively with HQ and country-based team members.

Length and Timeline: Between 10-20 days (non-consecutive) to be determined by funding opportunity.

Following the selection of the consultant, an inception meeting will be organized with the consultant and key CWS staff to discuss the deliverables under this ToR, agree on the proposed work and timeframe, and provide necessary information to the consultant.

Administrative Information

Contract and Payments

A contract will be signed with a selected consultant and will further detail terms, conditions and deliverables. The fee will be paid in two instalments: 30% upon signing the contract, and 70% upon receiving and approving the final report.

Roles and Responsibilities

The reporting of this consultancy will be managed by the Associate Director for Business Development (Global), and technical direction will be provided by the Program Focal Person (RDP Director).

Copyright

All the outputs produced by the report will be treated as CWS’s property and the consultant will not be able to use the report in any manner without prior permission from CWS.
