Position Summary: Support the Program Manager and field-based WASH staff in relation to implementing WASH projects and activities in RI’s Programs inside Syria. This includes liaising with partners on reporting, administrative and technical implementation addition to support field WASH staff on technical, administrative and monitoring issues. Furthermore, to support the Program Manager with routine administrative tasks by communicating the needs identified in the field and updating him about the coordination results with partners, Health directorates, and all stakeholders. Moreover, ensure infection control procedures by integrating health with WASH activities in program design, planning and implementation and evaluation of program/project activities, in support of achievement of program goals and objectives

Position Duties and Responsibilities:

  1. Leading implementation of all WASH related projects and activities under supervision of program manager and in coordination with Area Manager and other departments
  2. Submission of purchase requests related to the WASH projects, Validate technical designs and tender documentation and ensure the timely development of project documentation for tenders, supplies
  3. In coordination with technical team and program manager, He will participate in developing technical guidelines, management tools, positioning documents related to WASH projects and activities
  4. Coordinate with internal and external stakeholder as RI focal point for WASH related project and activities with support from program manager. This includes participating in NGO sector coordination clusters, meetings and working groups, and identify areas for coordination and collaboration.
  5. Provide inputs and formulation for new project proposals and/or concept notes and participates in the preparation of draft project documents with focus on ensuring the integration of WASH in the projects’ design and activities.
  6. Undertake continuous analysis the WASH situation in the field and identify program priorities and opportunities via technical assessments and gap analyses.
  7. Participate and assist in ensuring the quality control of WASH services in the health facilities and other WASH activities, and the implementation of protocols.
  8. Regular monitoring of the WASH in health care facilities’ activities and implementation of IPC protocols through contact with Syria based WASH staff.
  9. Conduct assessment of rehabilitation and construction for RI facilities in coordination with field program team and health program manager.
  10. Prepare BoQs for rehabilitation, construction and maintenance works for RI facilities in coordination with the field program team and program manager.
  11. Follow the implementation, monitoring and evaluation of rehabilitation works and WASH activities in the HFs to insure that they conduct in line with the approved project proposal and budget and ensure all rehabilitation and construction works are in line with contracted BoQs In coordination with program field team.
  12. Under the supervision of the Program Manager, contribute to monitoring, evaluating and documenting progress of WASH program implementation against indicators and provide summarized weekly reports to him Program Manager, including implementation progress, challenges and identified needs/support.
  13. Assisting in emergency response to disease outbreaks, displacing, and facilities evacuation, as needed in coordination with rapid response coordinator and program Manager
  14. In coordination with Health unit provide support in ensuring infection prevention control procedures are in place and implemented correctly by integrating health with WASH activities (water treatment plan, medical waste management).
  15. Under the supervision of Program Manager, coordination with Health unit & Protection department, for any works related to WASH or infrastructure in the HFs and WGSS centers, and providing support to protection department (assessment, rehabilitation, maintenance and technical support that will improve the infrastructure of the protection centers.
  16. Assist the program manager on preparing the MoUs and the coordination with other partners and translate the data required.

Qualifications & Requirements:

  • Medical or engineering graduate preferably with post-graduation in public health, WASH or engineering-related field, social work or another related field.
  • Must have at least 4 years’ experience working with INGOs in humanitarian or development contexts.
  • Excellent interpersonal and communication skills.
  • Fluency in English and Arabic is required; Turkish will be an asset.
  • Excellent time management skills and resourcefulness with strong attention to detail.
  • Excellent analytical skills.
  • Capable of working both individually and as part of a team.
  • Ability to work effectively in a fast-paced and stressful environment.
  • Able to analyze and interpret data and to track performance against program indicators.
  • Skilled in Microsoft Office.
