CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The post requires strong familiarity and substantial experience in construction and provision of technical advisory related to the construction of water and sanitation facilities. A familiarity of the program cycle and project management as well as active participation in the identification and pursuit of strategic options for the project and the organization will be required of the post.

Role Dimensions: Water supply, Sanitation and hygiene promotion.

KEY AREAS OF ACCOUNTABILITY :
Need Assessment
* Participate in the implementation of WASH needs assessments and assessment of WASH facilities to be rehabilitated and / or implemented in the project, through technical feasibility studies, household level questionnaires, focus group discussions, visits to facilities and sites.

Program implementation:
* responsible for the design, establishment of work specifications and quotation, follow-up and evaluation of activities related to the construction of WASH infrastructures in public institutions and communities, such as: Construction or rehabilitation of sanitation facilities (latrines, incinerator, refuse pit, soakage pit…).
* Construction or rehabilitation of drinking water infrastructures (boreholes, pipe network, reservoir, drinking water treatment devices ..etc.).
* Technical training of community volunteers, members of WASH committees, governmental staff

* Collecting water samples, conducting water tests (Physical, chemical and biological) and develop water test logbooks in coordination with DoW laboratory department.
* Planning, organization and follow up of the community mobilization in target communities on issues related to of construction, operation and maintenance of WASH facilities.
* Be responsible to establish the technical aspect of the internal purchase order and tender documents for construction and rehabilitation of WASH facilities.

Monitoring, Evaluation, Accountability and Learning:
* Verify that WASH infrastructure construction and rehabilitation works done by partners and contractor are carried out according to quality standards established by Save the Children through quality checklists.
* Ensure that donor compliance requirements are met by developing appropriate checklist.
* Plan and be responsible for the weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed…)Reporting:
* Weekly reporting to the WASH Coordinator, including key achievements and planning for the following week.
Integration, coordination and cross cutting issues:

* Ensure that construction works is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built.
* Coordinate WASH construction activities with other sectors of Save the Children, in order to integrate activities in the same geographical area and for the same beneficiaries.
* Coordinate WASH construction activities with other local actors (governmental and non-governmental).
Ensure the integration of gender, child protection, HIV, environment and other crosscutting issues to the design, implementation and development of WASH construction activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled.

* Weekly reporting to the WASH Coordinator, including key achievements and planning for the following week.

QUALIFICATIONS & EXPERIENCE
Essential
* Previous experience in implementation of WASH projects
* Excellent IT skills including good working knowledge of MS Excel and Word
* Ability to establish strong working relationship with colleagues from different function and cultures.
* Experience of a flexible approach to managing and prioritising high workload and multiple tasks in a high paced environment with tight deadlines.
* Capacity of proactively identifying and addressing issues related to programme implementation
* Good command of English
* Excellent communication skills
* Willingness to work in retaken areas
* Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
Desirable
* Experience in working with local communities at field level in development projects
* Experience in Public Healt and community participation and positive behaviour change
* Experience in Construction related project management
EDUCATION
* Relevant degree (Civil Engineer, Water Engineer or equivalent acquired through experience)
