Overview of position:
YIUSEP II is a project funded by the World Bank & implemented by our client based in Sana’a, Yemen. The objective of restoring access to critical urban services & strengthening resilience to shocks in selected cities within the Republic of Yemen. The targeted services cover 4 sectors:
Tertiary municipal services & solid waste management.
Urban water & sanitation.
Urban roads.
Electricity for critical services.

Our client aims to restore access to improved water & sanitation services & strengthen operational capacities of the local councils (i.e.district & local authorities) in urban & rural areas across the country, in order to improve WASH practices for the local communities. The project targets isolation centers, health centers & effective response to the COVID – 19 pandemic through the provision of PPEs & other WASH items. Under the guidance & direct supervision of the Procurement Specialist who reports to the Head of Support Services, the Procurement Officer is responsible for effective delivery & implementation of strategic & effective procurement services, for a select group of technically complex goods, services & works, within the specific geographical area & / or project. These services reflect best practices in international public procurement, compliance with our clients financial rules & regulations & procurement policy, rules, regulations & procedure, ensuring appropriate risk management & obtaining the best value for money. The WASH (Fuel) Officer will work closely with the Project Manager YIUSEP II & YEHCP & DPM of YEHCP & other project staff. S / he will be responsible mainly to monitor & verify the fuel supply, distribution & usage at Water & Sanitation Local Corporation (LWSC) at facility level for mitigating associated risks & ensuring its accountability that fuel is being used for the intended purpose (fuel consumption & water production including sanitation services). Monitoring & verification of the fuel assistance support focuses on verification of the fuel supplies delivered to respective LWSC’s as per agreed Operational Plans (OP), ensuring that fuel supply is properly stored & utilized according to agreed OP for WSS.

Under the supervision of the Project Manager or her / his Deputy, the WASH (Fuel) Officer will perform the following tasks:
Monitor fuel during the delivery chain.
Ensures efficient fuel quality control & environmental & social safeguards compliance.
Provides support with effective coordination & communication.
Lead TPM findings & follow up on corrective action matrix.
Ensure close monitoring of TPM firm & prompt corrective actions on TPM findings.

Monitoring & progress controls:
Preparatory work: Pre fuel provision activity started:
Collect & keep record of the technical specifications of water & sanitation Facilities.
It will also keep record of all the collected readings of fuel supplied & used & water meters for water produced, sanitation services provided & safeguard baseline data etc.
During the field visit, the WASH Officer all safeguard data, inspect operation & maintenance logs & functionality status of WSS facilities are in place before fuel provision activity starts.
Prepare & plan the monitoring field visits: Prepare proposed parameters (checklists, schedules, proposed meetings, locations, complex travel logistics & permissions etc.):
Design & issue weekly & monthly progress reports.
Coordinate with procurement teams to ensure timely & cost effective fuel procurement, adhering to established guidelines & regulations.

Fieldwork: Fuel monitoring & verification:
Monitor & verify the fuel cargo loaded by WFP to the LCs storage tanks & report the supplied fuel’s quantity.
Make sure that fuel is stored properly & secured & there is sufficient vacant storage space (spare at least 1 tank with enough capacity at every site) to be used in case of leakages / spill incidents.
Ascertain the functioning of fuel meters.
Report on the monetary value of fuel delivered & consumed.
Review the fuel storage conditions namely the quality of the tank to address risk of explosion or leaks to monitor, verify & link / compare the fuel consumption at each facility with water produced / wastewater treated & number of actual beneficiaries receiving the services.
Maintain records & report on fuel supply, consumption, working hours of all WSS facilities on a regular basis.
Verification of the operation of all supported WSS facilities including water quantity monitoring & reporting in available log, reporting on facility usage, fuel consumption, operation hours & facility routine checks.

The fuel consumption monitoring function has the following tasks:
Maintain accurate records of fuel transactions, including receipts, invoices & consumption reports.
Reconcile total fuel distributed against total water produced per each facility.
Relate fuel distributed to facilities to the M3 of water produced / wastewater treated.
Analyze averages & variances by facility, by engine & highlight & report high / low values & red flag anomalies & link each anomaly with monetary / financial cost.
Track the impact of interventions & remedial actions.
Take photos & videos of water & fuel meters to document the readings & report them with the monthly progress reports.
Meet with beneficiaries to get feedback on the availability of the services as per OP, log sheets of the fuel & generator consumption rate with operating hours.
Collect the number of beneficiaries benefited from the water produced & wastewater treated.
Prepare regular reports on fuel utilization, including analysis of trends & recommendations for improvement.

Ensures efficient fuel quality control & environmental & social safeguards compliance:
Ensure & monitor the implementation of measures & requirements provided in the respective Environmental & Social Management Framework (ESMF) & Environmental and Social Management Plan (ESMP), including rough calculation of CO2 emission related to fuel supply.
Support the HSSE team when required in collecting safeguard data including number of well trained safeguard staff / LC, identify key safeguard potential impacts / concerns, monitor the compliance of all safety & occupational safety measures to workers with Personal Protection Equipment (PPE) during fuel loading / unloading process. So, to avoid work related accidents & injuries.
Ensure that all labour & working conditions including the implementation of Occupational Health & Safety (OHS) measures, incidents’ records, child labour verification, workers & community safety including OHS, gender & GBV issues & harassment & consultation with local communities are in place.
Ensure compliance with relevant fuel management policies, procedures & legal requirements.
Support internal & external audits related to fuel management activities.

Collaboration & coordination:
Liaise with project teams, suppliers & LCs to ensure smooth coordination of fuel related activities.
Collaborate with the finance department to reconcile fuel related expenditures & maintain accurate financial records.
Participate in WASH coordination meetings & provide technical input on fuel management matters.

Reporting:
Review monitoring & quality control reports coming from engineers from the field.
Coordinate with 3rd party monitoring agency during the project life cycle on the findings & corrective actions.
Coordinate & oversee all reports from Field Engineers.
Adhere to the agreed reporting cycles & requirements with each implementing partner.
Prepare periodic & monthly reports.

Project reporting:
This role works under the supervision of the Project Manager.

Key competencies:
Masters degree in water engineering, water, waste & environmental engineering, water, sanitation & waste engineering, hydrology & water management, civil, mechanical engineering, electromechanic or related field is required or a bachelor’s degree in the same fields or a related field plus 2 additional years of relevant experience will be considered in lieu of a master’s degree.
A minimum of 2 years of relevant & progressive professional experience in the field of water engineering or water management, fuel management, logistics, or a similar role, preferably within WASH in the humanitarian sector.
Sound knowledge of fuel management principles, best practices & safety regulations.
Familiarity with procurement processes & supply chain management.
Strong analytical & problem solving skills, with the ability to identify & address fuel related challenges.
Excellent organizational & time management abilities, with the capacity to prioritize tasks effectively.
Effective communication & interpersonal skills, with the ability to collaborate with diverse stakeholders.
Experience with NGOs or governmental agencies active in the WASH sector.
Proficiency in using relevant software applications, such as MS Office & fuel management systems.
Fluency in written & spoken Arabic & English is required.
