Overall purpose of the role:

The primary objective of the Wash & Environmental Engineer’s role within the Terms of Reference (ToR) is to conduct technical assessments with addressing Water, Sanitation and Hygiene (WASH) facilities in 125 schools across the Republic of Moldova. The focus is on conducting rapid assessments, preparing estimate Bill of Quantities (BoQs) and recommending cost-effective and environmentally sustainable solutions for the repair and rehabilitation of WASH facilities. The overarching goal is to contribute to the improvement of school infrastructure and ensure a conducive environment for hygiene practices, thereby promoting the overall well-being of students and the community. This role involves establishing collaborative relationships with various stakeholders, including refugees, governmental agencies, humanitarian organizations, construction companies and local communities to design and execute engineering projects that support the site’s needs.

Scope of Action:

The scope of action for the team of Civil Engineers engaged by DRC Moldova is delineated by a comprehensive set of activities aimed at assessing and improving Water, Sanitation and Hygiene (WASH) facilities in 125 schools across Moldova. This role is cantered on creating technical value by evaluating sites, proposing improvements and creating engineering blueprints. Collaborating with diverse stakeholders, overseeing project execution and ensuring compliance with industry standards will be key. Furthermore, the efforts will be made to optimize the infrastructure to ensure functionality and efficiency, contributing to enhanced living conditions and sustainable practices.

The Engineers’ scope encompasses the following key actions:

Responsibilities:

More specifically, the following list outlines key responsibilities while acknowledging the potential for additional tasks to align with operational requirements:

  • Conduct interviews with key stakeholders, incl. school management and technical staff to gather pertinent data and directives relevant to priority needs.
  • Systematically collect information essential for understanding the unique requirements of each school and its WASH facilities.
  • Perform thorough technical assessments of WASH facilities in the identified 125 schools.
  • Evaluate functionality, accessibility and quality of water sources, sanitation facilities, handwashing stations, toilets and menstrual hygiene management facilities.
  • Prepare solution-associated technical designs and drawings , ensuring that the design and documentation align with principles of environmental sustainability.
  • Suggest the most suitable, cost-effective and environmentally sustainable solutions for the repair, restoration or rehabilitation of WASH facilities.
  • Prioritize solutions that address environmental concerns and contribute to disaster risk reduction.
  • Integrate considerations for climate, environment and energy efficiency into the design and recommendations.
  • Ensure that proposed solutions align with environmentally responsible practices and contribute to long-term sustainability.
  • Ensure that all activities adhere to relevant standards, regulations and guidelines governing WASH facilities.
  • Implement quality assurance measures to guarantee the effectiveness and longevity of proposed solutions.
  • Maintain open communication with the donor and various stakeholders, providing regular updates on progress and addressing any concerns.
  • Collaborate with the broader team and relevant authorities in Moldova to streamline the assessment and implementation process.

Document and report on the progress, challenges, and successes of WASH projects to stakeholders and relevant parties.

Experience and technical competencies:

  • Demonstrated record of experience as a Civil/WASH/Environmental Engineering of minimum 2 years.

Essential:

  • Proven Track Record in WASH Engineering: Demonstrated experience in conducting assessments and planning for WASH infrastructure projects, preferably in humanitarian or development contexts.
  • Collaboration with Humanitarian Organizations: Previous engagement with organizations like the Danish Refugee Council (DRC) or similar entities involved in WASH initiatives.
  • Adherence to Engineering Standards: Mandatory compliance with engineering best practices and standards in WASH projects, ensuring high-quality infrastructure development.
  • Adaptability and Responsiveness: Ability to incorporate feedback and make necessary revisions to engineering plans and designs as per project requirements.

Desirable:

Previous Experience in Similar Projects: Past involvement in projects related to rehabilitation, renovation, or reconstruction of WASH facilities in diverse settings.

Education:

Degree in Civil or Environmental Engineering: A core foundation in engineering principles related to water resources, sanitation, and infrastructure development.

Languages:

  • Romanian, Russian – advanced (essential)
  • English – intermediate to advanced (essential)
  • Ukrainian – elementary (desirable)

Length of contract: 45 work days in the period of approx. 3 months
