Job Title: WASH Engineer

Job Purpose:

The main objective of this role is to supervise and provide technical advice to WASH Assistant engineers and field IBVs in the Azraq camp regarding the installation of private latrines. The goal is to ensure the implementation of a high-quality WASH project in response to the Syria crisis. Additionally, the role is responsible for ensuring that quality WASH services are provided to the population groups in Jordan who are most exposed and vulnerable to the COVID-19 pandemic.

60% Supervision of WASH Assistant engineers and IBVs.

  • Supervise field activities for the latrine constructions
  • Assist WASH Assistant engineers in delivering technical training to IBVs and provide support during the project implementation by offering practical technical solutions, techniques, and guidance. Ensure that all work is carried out according to specifications and enhance the capacities of IBVs by collaborating with WASH Assistant engineers in their designated roles.
  • Capable of exercising initiative, judgment, and knowledge to make sound engineering decisions aligned with the responsibilities of the role.
  • Supervise and daily visits to the workshops to ensure that the fabrication is meets the project timeline
  • Conduct site plans and site visits in daily bases, to the Refugees HH, and conduct the technical assessment survey.
  • Responsible for managing the IBVs through the assistant engineers to achieve the goals of the project in a well-organized & efficient way according to WVI regulation & polices.

10% Quality and Security assurance.

  • Ensure that the sites and/or workshop is safe and secure, ensure that all WASH Assistant engineers and IBVs/labours adhere to security procedures and policies, and report any violations.
  • Work with MEAL (Monitoring, Evaluation, Accountability and Learning) team to collect data and track progress according to the indicators.
  • Responsible for day-to-day security management at the sites.

10% Management of procurement and design

  • Review engineering designs, plans, specifications, cost estimates, and recommendations for the projects in addition to performing design tasks, preparing bid documents including drawings and specifications, and organizing all drawings, reports, calculations, and associated project deliverables, in close coordination with supervision from the project manager.

5% Coordination

  • Coordinate with stakeholders on the ground and JPF Project manager to ensure the field work is aligned to camp regulation and WASH Working Group strategy.
  • Coordinate with the WASH assistant engineers to conduct the site visits to the workshop and HH.
  • Coordinate with MEAL team to record total numbers of latrine installed, and receive all feedback from monitoring team as well.
  • Record and highlight all complains from MEAL team and follow up.

10% Information management and reporting

  • Report daily work progress to JPF project coordinator by using different tools such as phone call and email.
  • Prepare weekly progress report and prepare weekly work plans,
  • Ensure that all WASH and IBV activities and attendances recorded in daily bases, and all documents and papers are archived.
  • Reporting in all incidents and safety issues that happened on the site.

5% Others

  • Perform other relevant tasks as assigned upon request of the coordinator.

Knowledge/ Qualifications for the role.

Required Professional Experience:

  • At least Two years of experience working with INGOs.
  • Good background of refugees camps environment, preferably Azraq camp.
  • Have experience of latrines rehabilitation and constructions.
  • Management and leading skills.
  • Have background of WASH activities.
  • Data collection and data management skills.
  • Ability to work independently and as part of a diverse team.
  • Highly organized and ability to multi-task.
  • Very good and efficient communicator.
  • Good interpersonal skills, Cross-cultural sensitivity, flexible worldview, emotional maturity, and physical stamina.
  • Self-motivated, positive attitude and with a willingness to learn.
  • Ability to recognize problems, consult them with supervisor, and solve them efficiently.
  • Ability to cope and work under pressure.
  • Computer literate mainly in Microsoft Office package, especially Word and Excel.

Required Education, training, license, registration, and certification

  • Bachelor’s Degree in civil engineering, mechanical engineering, water and environmental engineer, or related fields.

Preferred Knowledge and Qualifications:

  • Familiar with core principles of Children’s Rights, Child Protection, Participation, Do No Harm, and Sphere Standards.
  • Knowledge of and adherence to the Child Protection Standards, Red Cross, and NGO Code of Conduct

Travel and/or Work Environment Requirement:

The position requires the ability and willingness to travel domestically up to 100% of the time

Language Requirements

Arabic Native Intermediate English skills.
