You’ll contribute to ending world hunger by …

  • Guaranteeing the coherence, relevance, quality and accountability of WASH programs implemented by Action Against Hunger in Philippines by providing continuous technical guidance and support to project teams in line with Action Against Hunger policies, frameworks and strategy and in accordance with the national policies and laws and in line with donor policies.
  • Providing operational and technical support for the design, formulation and implementation of WASH programs and/or activities at country level.
  • Contributing to the technical positioning of Action Against Hunger in WASH sector in the Philippines.
  • Contributing to the developing strategies, technical positioning and expertise of Action Against Hunger in Philippines in WASH, partnership building, capacity building, knowledge transfer

Key activities in your role will include

Objective 1: Process: Strategy and Positioning of AAH

  • To support the Country Director and Coordination Team in the analysis of WASH needs in humanitarian and development context, drafting of programmatic approaches and definition of strategies.
  • Provide strategic technical guidance to designing, implementing, monitoring and reviewing WASH programming in the Mission as guided by the Mission’s country strategy and based on an ongoing analysis of the country’s emergency, development context and nexus settings.
  • Systematically assess and monitor the program context and related issues in the implementation areas and in the country and design strategies and pivots. This will include scoping for innovative approaches, emerging good practices, systems, and use of technologies as well as identifying institutional constraints that contribute to WASH-related risks
  • To collect and update information on WASH indicators, actors and activities nationwide for analysis and identification of potential areas, partners and designing priority interventions.
  • Contribute to the technical and operational advocacy related to WASH at the mission and HQ level
  • Initiate and design the WASH contingency plan and be responsible for its implementation and revision in coordination with relevant units within AAH
  • To promote Action Against Hunger technical policies, position papers, technical labs, guidelines, and training resources among the members of the department.
  • Contribute towards ensuring strategic integration of the mission’s WASH programs/projects with other sectoral interventions (e.g. FSL, DRR etc), where relevant, to maximize impact and efficiencies;
  • Support the Mission in scoping for and building strategic partnerships (including institutional donors) at the national and/or global level to expand reach and deepen impact of WASH initiatives
  • Engage in relevant national and global networks/fora

Objective 2: Process: Design and implementation of programs

  • Lead in developing WASH-related inputs to funding proposals
  • Provide high quality advice to field teams to ensure that all WASH program/projects are aligned with Action Against Hunger and donors policies, standards and quality criteria.
  • Provides overall technical guidance to field teams on engineering aspects of WASH facilities to support repair, rehabilitation, and improvement initiatives.
  • Where necessary, the post-holder shall provide on-site operational support to field teams in terms of designing and implementing WASH interventions (construction and non-construction related interventions)
  • Provide guidance and supervision, where necessary, in organizing and carrying out technical assessments, including emergency assessments.
  • Support design and rollout of approaches for WASH strategies adapted to the local context and needs of the local population.
  • Provide regular technical and methodological support to project/program managers for the planning and implementation of the planned activities, in accordance with strategic plans and approved project designs (e.g. review and sign off of technical clearances)
  • Support field teams in identifying and addressing implementation bottlenecks
  • Lead analysing forecast and budget utilization and provide advice to the field teams to optimise program spending within program design and donor parameters
  • Work with other technical coordinators towards integration of WASH initiatives with other sectors and other cross-cutting themes such gender, inclusion, protection, environment, etc. at the implementation level.
  • Directly manage projects and budgets, as may be directed by senior management, which may include, but are not limited to, projects that are technical in nature (e.g. research)
  • Any other task required to achieve the project objective or fall within the mandate of Action Against Hunger.

Objective 3: Process: Monitoring, Evaluation, Analysis and Knowledge Management

  • Work with the M&E team in designing the MEAL plans and strategies relevant to the sector, which will include developing and rolling out tools and processes related to data collection, analysis and archiving.
  • Participate in regular project reviews and lead in the interrogation and analysis of reports from WASH-related components of projects
  • Lead reviewing, validation, and consolidation of reports from project teams for submission to donors.
  • Actively use findings from monitoring and evaluation activities to guide teams towards program adaptation and pivots
  • Lead analyses, consolidation and institutionalization of program learning and innovative practices, including leading/participating in lesson learned workshops, exchange visits, learning fora
  • Develop TORs for technical evaluations and studies and engage closely with consultants as necessary. This includes supervision and coordination of mission or regional research, surveys, assessments and ensure reports of findings are shared with relevant stakeholders.
  • Provide guidance to teams to ensure relevant program evidence (e.g. SOVs) are compliant with quality standards set by Action Against Hunger and the donor.

Objective 4: Process: Partnerships and Representation

  • Participate and contribute in activities of WASH consortium/partner initiatives, including providing strategic leadership where Action Against Hunger acts as a lead.
  • Develop and maintain working relationships with key WASH stakeholders at a technical level, including donors, government authorities, international and local organisations, partners, beneficiaries and other external actors in the field
  • Participate in meetings with the relevant stakeholders and consortium partners as needed and requested by line manager
  • Engage with other missions through activities organized by the HQ.
  • Represent the organization and its WASH advocacies in relevant fora, workshops and conferences
  • To liaise with other technical departments to ensure a WASH – CCA – Nutrition, FSL-Health integration of interventions in all Action Against Hunger actions.

Objective 5: Managing of project-specific Admin, HR, and Logistics matters

  • Contribute to building and maintaining institutional and human resource technical capacities and competencies (e.g. coaching, mentoring, training)
  • Provide inputs to manage staff performance including providing inputs to regular performance evaluation of the technical staff.
  • Participate in recruitment of the required technical staff for WASH in coordination with sector coordinators and HR manager
  • Support relevant HR processes, e.g. development and review of job descriptions, recruitment and onboarding processes.
  • Support in improving administrative and finance process that can facilitate effective and efficient program implementation
  • Contribute to analysing and addressing logistical needs and bottlenecks that affect program implementation

Objective 6: Security and Emergency

  • Strictly comply with Action Against Hunger security guidelines and procedures, including timely reporting and of security incidents that may disrupt project activities.
  • Incorporate security considerations in context analysis, program design, monitoring and implementation.
  • Participate in reviewing and updating security plans

Do you meet the profile required criteria?

  • Engineering Degree or equivalent, environmental studies or behaviour changes studies, in a field related to Water, Sanitation and Hygiene
  • Technical experience:
    • Experience in developing WASH strategies and programming (emergency and development context)
    • Advance knowledge and experience in engineering aspects of WASH facilities to provide high quality technical advice on construction, improvement, or rehabilitation. Ability to provide operational support related to engineering design and implementation, as necessary.
    • Applied technical skills in Water, Sanitation and Hygiene projects management (public health, engineering, behaviour change)
    • Interpersonal skills (team management, communication, leadership, reporting, autonomy, pedagogy, planning and organizational skills)
    • Expertise in contributing to broader Monitoring, Evaluation, Learning and Knowledge Management processes
    • Strong expertise in conducting participatory assessments
    • Awareness of WASH context in the Philippines, including government planning process and coordination in WASH/cluster; gender-sensitive, environmental and inclusive WASH programming and approaches
  • Previous experience:
    • At least 3 years experience working in WASH related projects in emergency/development context, including managing staff and budget
    • Experience working in an INGO occupying senior management, technical or advisory positions in the Philippines; atleast 3 years humanitarian work experience
    • Experience in strategizing, planning and leading and developing proposal for donors; working and coordinating with multi-disciplinary teams, sectors donors, and government agencies; managing and/or working in partnership projects
    • Familiarity and experience in applying and scaling up WASH approaches in the Philippines (PHATTS, WINS, WASH in ECCD and 3 START approaches is an advantage; with emergency standards/SPHERE and national laws and standards in WASH
    • Previous experience working with and alongside governmental structures and local/international partners (DoH, clusters and UN agencies); working with remote communities in volatile context; with disaster and development programs in rural / urban communities
  • Languages:
    • Fluent in English
    • Filipino
    • Other local dialects can be an advantage
  • IT Systems: Full literacy with Microsoft Office (Excel, Word, Access, etc), GIS (advantageous), Full familiarity with Windows OS, ODK and other data management software an advantage
  • Mobility: National – Regular field visits to follow-up ongoing projects and support project teams
