Save the Children

ROLE PURPOSE:
Under the direct supervision of the field Manager, the post holder will be responsible for implementing and coordinating a WASH Programme. Specific roles will be carried-out by the WASH coordinator including sectoral assessment, project planning, implementation, monitoring and coordination. Budget management

The position is specifically oriented towards both the WASH in emergency and early recovery responses in the context of Duhok governorate and the IDPs and Refugees camp. With the aim towards maximizing the impact of SC’s interventions, special attention will be made on the integration of the WASH sector with other core sectors of Save the Children such as education and child protection,

SCOPE OF ROLE:

Role Dimensions: Work closely with programs, procurement and finance teams
KEY AREAS OF ACCOUNTABILITY:
Programme Support:
* With support from senior technical staff, carry-out WASH assessments in coordination with other SC thematic sections, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s, gender, people with disability and elder needs.
* With support from senior WASH colleagues, help develop project plans and budgets.
* With support from senior WASH colleagues, support fundraising for your area, including contributing to the development of high quality concept notes and proposals.
* Implement projects as set out in WASH project planning documents, flagging up both successes and risks to senior managers in a timely manner.
* Support the preparation of WASH programme and donor reports on project activities.
* Conduct performance review for the direct reporting staff, and support other sector staff on how to conduct the review.
* Identify project supplies needs and coordinate with the logistics team to ensure materials arrive in good time.
* Carry out monitoring and evaluation of project activities as agreed in a monitoring and evaluation framework.
* Ensure that projects are carried out with participation from all relevant stakeholders, including disaster affected children and their families.
* To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
Representation & Advocacy & Organisational Learning:
* Participate in WASH cluster meetings and forums at field office level, sharing information from Save the Children programmes.
* In collaboration with other senior WASH colleagues, participate in feeding in learning, experiences and evidence to relevant global advocacy objectives.
General:
* Deliver results in line with the current proposals and Save the Children’s strategy – to do this in a way which maintains the reputation of the WASH team.
* Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
* Help be responsible for the security of all staff. Ensure that the security, health and well-being of staff are ensured and staff management and other processes and policies and systems reflect SCI’s principles of equity and fairness.
* To perform such other responsibilities as agreed with your line management.

QUALIFICATIONS
Education:
* At least BSC Degree in engineering, water, sanitation, or public health

Communication and Technical Skills:
* Good English communication skills, both written and verbal
* Computer Skills and familiar with Drawing Software and BoQ/Cost Estimation /Project Progress report.
* Personal organisational skills, including time management, and ability to meet deadlines and work under pressure
* Willingness to travel to field offices and work in difficult environment according to project requirements.

Management:
* Strong/Good/Relevant Significant people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.
* At least one year of management experience (Managing activities and staff).

General:
* Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children
* Commitment to and understanding of Save the Children’s aims, values and principles.
* Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy
EXPERIENCE AND SKILLS
Essential
* Experience in related field, including minimum three year of working in WASH-related humanitarian programmes.
* Previous experience of working effectively as part of a WASH project team
* Commitment to working through systems of community engagement and accountability
* Knowledge of monitoring, evaluation and learning.
* Commitment to capacity building and developing others
* Ability to write clear and well-argued assessment and project reports
* Good communication skills in written and spoken English
* Strong influencing skills
* Politically and culturally sensitive with qualities of patience, tact and diplomacy
* The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
* Commitment to the aims and principles of SCI. In particular, a good understanding of the SCI mandate and child focus and an ability to ensure this continues to underpin our support

Desirable:
* Experience or knowledge of working and living in relevant regions/contexts
* Humanitarian programming experience
