In Switzerland, HEKS/EPER champions the rights and causes of refugees and socially disadvantaged people. Through its development and social policy work in the fields of climate justice, access to land and food, migration, and integration, HEKS/EPER strives for systemic change – globally and in Switzerland.

With the onset of conflict in Ukraine following the Russian invasion on the 24 th of February 2022, 6.5 million Ukrainians (approximately 15% of the population) have been internally displaced while 3.3 million (approximately 8% of the population) have fled to neighboring countries. Major population centers are under siege with civilian infrastructure heavily damaged. Basic commodities are becoming scarce with critical services facing significant strain.

In this situation, we need a WaSH and Shelter Manger, to coordinate the Shelter, WaSH and NFI activities and ensures that the operational and qualitative aspects are properly put into practice and to ensure the program planning, implementation and development of our actions as well as to ensure the representation, coordination and reporting of our activities.

WaSH and Shelter Manager, Ukraine, 100%

Your main responsibilities:

Activity planning, implementation and development

• You design (or propose adjustments to) the Shelter, WaSH and NFI program and activities according to the identified needs of beneficiaries
• You develop, update and implement Standard Operating Procedures for the Shelter, WaSH and NFI Program, with regards to Clusters and Working Groups’ recommendations

Representation, Coordination and Reporting

• You participate in the definition and development of guidelines and methodologies for assessments and assessments reports in coordination with the assessment, monitoring and evaluation department
• You review the assessment reports according to developed formats

Team management and capacity building

• You do the recruitment of the Shelter, WaSH and NFI team, in collaboration with Area Managers
• You organize training sessions on Shelter, WaSH and NFI Standard Operating Procedures and Activity Forms
• You ensure regular field visits to build up the capacities of the Shelter, WaSH and NFI team

Budget / Logistic planning and follow up

• You follow-up the financial aspects of the project (FFU), analyze and propose solutions of reallocation if needed
• You collaboration with the Area Managers, manage the stocks and replenishments for the program

To be successful you bring:

• Language skills: Fluent in Ukrainian, Russian and English (speaking/reading/writing)
• Education degree: Baccalaureate/University degree in civil engineering or construction works
• Work experience: 2 years of experience in a similar position (NGOs/private companies) in Shelter/Construction/WASH fields at Management position

Knowledge & skills

• Good analytical and writing skills
• Understanding of project cycle management
• Good management capacities and team leadership spirit
• Computer skills: Good knowledge of the MS office software (including Word, Excel, Outlook) and AutoCAD

Other

• High knowledge in Shelter, WASH and construction works
