WASH ADVISOR – TÜRKIYE EARTHQUAKE RESPONSE PROGRAM (Short-term consultancy)

BACKGROUND

Protestant Agency for Diakonie and Development (Evangelisches Werk fur Diakonie und Entwicklung- EWDE) – Diakonie Katastrophenhilfe (DKH) with headquarters in Germany, is a humanitarian agency providing funds for emergency aid worldwide.

DKH’s Regional Office West and Central Asia, based in Amman (Jordan) provides comprehensive program support to DKH Project Offices and local partners in the region. The Middle East Multiple Country Program (ME-MCP) currently implements programs in Türkiye, Syria, Lebanon, Gaza/oPT, and Iraq. Presently, the program is implementing multiple projects in Türkiye responding to the earthquake that affected the country (and Syria) in February 2023.

In order to respond to the earthquake response, DKH developed a Crisis Strategy (2023-2025) that outlines the need for WASH support to effectively implement the earthquake response program in Türkiye. According to DKH’s approach, the majority if not all projects are implemented through local partner organizations. Through this position, DKH intends to be able to technically support our partner organization in the implementation of WASH activities. Currently, planned activities include the provision of water tanks, water tank delivery service, and water cans; the provision of dignified, safe, clean, and functional excreta disposal facilities, hand washing stations, and showers; the provision of hygiene, dignity, family cleaning, and lice kits; and the provision of mobile laundry units. The ongoing initiatives adopt a community-centered approach, targeting both formal and informal tent settlements, with a particular emphasis on the latter.

Contract duration: Short-term consultancy contract: 8 months

Starting date: 01.08.2023

Reporting to: Country Program Coordinator

Location: Home based position with monthly trips to Türkiye (Istanbul and field locations), and some trips to Amman. Ideally the applicant would be based in Türkiye. If based in Amman, the WASH Advisor could work in DKH office.

Working under the supervision of the Country Program Coordinator and in close cooperation with other colleagues, the WASH advisor for the Türkiye earthquake response program is responsible for fulfilling the following tasks:

RESPONSIBILITIES

WASH Project Management and Design (20%)

  • Together with implementing partner and country program coordinator, manage the assigned projects to meet the project objectives, following activities description, and within budget and allotted time frame.
  • Provide technical and strategic direction in the implementation of WASH activities: provision of safe water for domestic use, installation and maintenance of excreta disposal facilities, showers, and handwashing units, provision of kits (hygiene, dignity, family cleaning, and lice), and provision of laundry services.
  • Guarantee the respect of construction standards as well as the security practices at the project site.
  • Contribute to the development of constructive solutions to challenges identified by the community and contractors.
  • Contribute to contingency planning for possible WASH emergency response if required.
  • Support the development of WASH emergency preparedness efforts.

Quality Management and Capacity Building (30%)

  • Ensure that Sphere, CHS, and other relevant global standards are effectively incorporated in project designing and are well understood by the staff.
  • Ensure that gender, protection, social cohesion, disability, environment, and DRR and CCIM, are mainstreamed into all WASH activities.
  • Ensure project adherence to WASH Cluster recommendations and to DKH Earthquake response strategy.
  • Stay updated on the latest developments by donors (especially ECHO) regarding WASH.
  • In coordination with the Capacity Building Initiative Asia Officer, mentor, train and provide technical support to DKH staff and partners (as necessary) in WASH both in hardware and software.

Coordination and Representation (20%)

  • Ensure adequate representation and value addition to the WASH cluster at the national level, and also regional level (if necessary).
  • Develop and maintain effective high-level coordination with field teams and relevant staff of partner organizations to ensure that effective projects and program planning is being done and regularly revised in view of the change of on-ground situations.
  • Participate in donor visits as DKH expert in WASH.
  • Facilitate and maintain a good professional relationship between DKH, the implementing partner, communities, and WASH actors or stakeholders.

Monitoring, Evaluation, Learning, and Accountability (20%)

  • Monitor the project implementation by performing regular visits to the areas of operation (at least one week per month) and record relevant data for further analysis. Oversee the technical design, execution and evaluation of progress through outputs and impacts using both quantitative and qualitative data.
  • Provide input into the integration of beneficiary participation, community involvement and ownership, and accountability to affected populations.
  • Assess the effectiveness and the impact of the projects and propose recommendations for improvement based on on-the-ground situation analysis, needs assessments, and feedback from beneficiaries.
  • Participate in After Action Reviews, Global Lessons Learnt meetings, Mid-term strategy reviews, and other team meetings as necessary.

Reporting and Communications (10%)

  • Ensure that all the project data and information is archived and shared appropriately. Provide regular progress reports to Türkiye Country Program Coordinator on the development of WASH activities, indicating progress, constraints, and requirements for project completion.
  • Review implementing partner monthly project reports and reports for back-donors.
  • Provide photographs or collect field stories for the Türkiye Country Program Coordinator to provide to the communications team in Berlin

POSITION REQUIREMENTS / OUR WISHLIST

  • University degree in a field relevant to a WASH-related field (i.e. WASH for humanitarian contexts, water/civil engineering, hydrogeology/hydrology, humanitarian or development studies).
  • Additional studies ( Masters’ degree, or professional short-courses) in WASH for humanitarian contexts, water engineering, environmental/ public health, international development, or humanitarian context are desirable.
  • At least 3 years of experience in the implementation of WASH activities as a program or project manager or as a technical advisor. Experience must include: setting up and maintaining WASH infrastructure (i.e. Latrines, showers, handwashing facilities, water quality management), distribution design, and management; as well as hygiene promotion and behavioral change.
  • Experience in developing countries, preferably in countries facing humanitarian crises and in support of emergency responses; experience in the region is an advantage. At least 1 year of overseas experience in an emergency context would be highly valued.
  • Experience in early recovery will be appreciated.
  • Experience working with local partner organizations based on equal partnership principles is highly desirable.
  • Experience organizing needs assessments, FGDs, and KAP household surveys.
  • Fluency in spoken and written English is a must. Turkish will be of high advantage.
  • Knowledge of humanitarian principles, Do no harm principle, Sphere handbook, CHS, and other relevant international humanitarian guidelines and protocols.
  • Capacity-building experience will be a plus.
  • Previous experience working in urban programming displacement in complex settings with a solid background in protection and Housing Land and Property rights would be an advantage.
  • Previous training and understanding of greening humanitarian aid, and nature-based solutions will be a plus.
  • Previous training on protection mainstreaming and PSEAH will be valued.
  • Computer literacy (Microsoft Office Suite, e-mail, internet, etc).
  • Excellent interpersonal and communication skills, teamwork spirit, meticulous attention to detail, and numeracy.
  • In emergency cases, willing to work extra hours or on the weekend.
  • Growth mindset. Undertake and apply to learn, and constantly seek project improvement and accountability to affected populations.
  • Excellent Monitoring and Evaluation (M&E) and Organizational Skills
  • Ability to work with limited supervision, and both independently and as part of a team
