Project Background

The She Leads project is designed to contribute to the institutionalization of meaningful participation with the influence of the Girls and Young Women (GYW) in both formal and informal institutions. With this project, the aim is to realize the development goals and the gender-focused commitments of Jordan, including UN’s Sustainable Development Goal 5: “achieving gender equality and empowering all women and girls.” Therefore, through the She Leads project, Plan International’s work is focused on an inclusive setting offering all people from the GYW to participate in a diverse environment regardless of their (religion, nationality, ethnicity, colour, etc.). This 5-year this project, aims to:

  1. Promote positive social norms in Jordan to unlock girls’ and young women’s potential,
  2. Enable the civil society in Jordan to implement gender-sensitive programming and promote meaningful participation of GYW,
  3. And support the national legislative environment to adopt a gender-sensitive approach by 2025.

Through the She Leads project; Plan International’s efforts are aligned with Jordan’s commitments to reforming the public sector and integrating equal opportunities based on non-discrimination principles. Additionally, efforts will be coordinated along with the existing projects of the Dutch Embassy, specifically those related to gender and women’s rights, ensuring synergy and a collaborative approach. The She Leads program is a strategic partnership (consortium) that includes INGOs, national institutions, and civil society organizations and is part of a global/regional program that advocates for girls’ and young women’s rights.

In Jordan, the She Leads project will principally target the following groups:

  • Adolescent girls and boys aged 10 – 17 (including vulnerable Jordanians as well as refugees)
  • Young women and men aged 18 – 35 (including vulnerable Jordanians as well as refugees)
  • Early married girls and young women
  • Girls and young women with disabilities
  • Girls going to schools and girls that have dropped out of the school for various reasons
  • GYW in universities

Purpose of the consultancy:

The She Leads project is looking for an artist/s to create a wall mural that reflects the core values of raising the voices of girls and young women while showcasing their rights and challenges which will be unveiled during this year’s International Womens Day on March 8th 2023.

The design will be created with the girls and young women of She Leads through discussion and validation sessions based on PIJO’s formative research.

Scope

The scope of this project will include a consultation session with girls and young women, the design and creation of the mural, and the evaluation of the mural to ensure it meets the objectives. The consultation session will be guided by the wall mural artist(s) and should provide an opportunity for the girls and young women to express their ideas and opinions. With consultation of GYW and PIJO, the artist will create the mural design. The artist shall draw the outline of the mural and finalize it with GYW participation in painting the mural. The mural should be completed on International Women’s Day, 2023.

Expected Deliverables

The wall mural artist(s) will be responsible for the following:

  1. the mural’s sites mapping, obtaining landlord and governmental approvals and following up on the procedures.
  2. Choosing the artwork theme and create original design/ drawing through consultation session with GYW and Plan International Jordan insights.
  3. Introduce and discuss the initial design with She Leads GYW, and staff, and amend comments accordingly. The design should be unique, eye-catching, and respectful of Jordanian culture, and meet the project objective.
  4. Manage logistics according to the desired work; selecting and purchase of material, assistant if needed, site assessment will be the consultant responsibility. We would like the mural to last a long time. Please ensure you select materials that will accomplish this.

The wall mural artist will also be responsible for engaging the GYW in the painting stage when he/she sees fit/suitable, ensuring at all times the safety and security of the GYW.

The selected artist(s) will be expected to paint their artwork onto the wall. Ideally, the total time to complete should be within 1 month (negotiable). And their artwork will be publicized both online and in print. Additionally, Artwork must be original and must have been created by the applicant(s). Artwork must not have been used publicly or printed elsewhere. You retain the copyrights to your artwork however by submitting to this call you acknowledge that Plan International Jordan will use the artwork and your name or organization’s name for promotional purposes.

Costs

The total costs for the production of mural will be based on this TOR and scope of work. The proposed budget should include all eligible costs, including all required materials, VAT, required to undertake the assignment after reviewing and approving the final product in soft copy.

Payment will be 25% after signing the contract and 25% upon submitting the initial design artwork concept and 50% upon completion.

Duration and Timeline

The contract will be for the duration of one month and it will be paid based on deliverables. The wall mural should be completed one week prior to the International Women’s Day, 8th of March, 2023.

Ethical and child protection considerations

The assignment will require the consultant to interface with children and therefore the consultant is required to provide a statement on the respect and protection of child rights, human rights and dignity of participants compliant with Plan’s Child Protection Policy.

The consultant shall read and sign Plan’s child protection policy (CPP) as fully understood and in agreement to in all respects and shall follow this in all and every respect during the term of the consultancy.
