BACKGROUND TO THE ASSIGNMENT

On February 24, Russian President Vladimir Putin ordered a “special military operation” in Ukraine, leading to Europe’s largest refugee crisis since World War II. In the six weeks of continued attacks, at least 3,838 civilian casualties have been reported in Ukraine, including 1,611 killed, though the UN has said that numbers are likely much higher. Since the invasion, more than 4.3 million people have fled Ukraine.

With a history of providing medical care and training in Ukraine that stretches back to 1999, International Medical Corps is expanding our operations in the country and surrounding region to help healthcare providers and people affected by the Russian invasion. International Medical Corps has been asked by the Ukrainian Ministry of Health to provide a comprehensive training curriculum to hospitals, clinicians and the community in Ukraine, in six areas.

• Advanced Trauma Life Support (ATLS):This 2-day program teaches a systematic, concise approach to the care of a trauma patient. ATLS was developed by the American College of Surgeons (ACS) Committee on Trauma (COT) and its courses provide you with a safe and reliable method for immediate management of injured patients. There will also be a training-of-trainers (ToT) format in addition to the primary course.

• Trauma Nurse Core Course (TNCC):This 2-day course, taught by qualified nurses, prepares participants with the knowledge, critical thinking skills, and training needed to provide high-quality, trauma nursing care. Both Primary and ToT formats.

• Pre-Hospital Trauma Life Support (PHTLS):This 2-day course is recognized around the world as the leading continuing education program for prehospital emergency trauma care. The mission of PHTLS is to promote excellence in trauma patient management by all providers involved in the delivery of prehospital care. Both Primary and Tot formats.

• Stop the Bleed (StB):This ½ day course will be taught to lay people, both in primary and ToT formats.

• Mass Casualty Management (MCM):This comprehensive 4-day course is based on the WHO Academy’s MCM course and takes into account mass casualty incident (MCI) training at the individual level, but goes further to include the logistical setup of healthcare facilities and the creation of a mass casualty plan at the facility level.

• Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE):This 1-day course will deliver in-depth training on CBRN-related events, including personal safety, PPE, recognition, medical management, facility considerations, and environmental considerations to medical personnel, disaster management personnel, and other decision-makers.

  PURPOSE OF THE ASSIGNMENT

  The volunteer is needed to aid in the in-person facilitation, delivery, and evaluation of medical training sessions in order to build sustainable local capacity in one of the above topics, as part of the Ukraine Medical Training Team.

  SCOPE OF THE ASSIGNMENT

  The volunteer will be part of a rotation of trainers that conduct trainings at multiple different venues throughout Ukraine on one of the above topics. The goal is to deliver engaging, interactive, hands-on training to medical and laypeople that is based on proven modalities and in which student comprehension and progress are evaluated and nurtured. All instruction will be delivered in English, using interpreters where needed. Instructor materials and instructor training will be provided prior to assignment.

  DELIVERABLES DESCRIPTION:

  • Deliver in-person lectures/trainings for up to 50 participants per session.

  • Facilitate small group sessions.

  • Answer questions from participants.

  • Manage hands-on skills stations.

  • Evaluate participant comprehension and progress and determine competency using pre-defined metrics.

  • Conduct participant remediation activities as needed.

  • Assist in the design, editing, and contextualization of the training material as needed.

  • Participate in the set-up and take-down of the training space and ensure that the training space is returned to its pre-training condition after the training is over.

  • Provide written facilitator feedback for each training session.

  • IMPLEMENTATION OF THE ASSIGNMENT DELIVERABLES

  Strategy: The consultant will be part of a team delivering one of the above trainings on multiple occasions, and in multiple different locations. This team will be led by a training coordinator, each of which will have between 1-10 facilitators depending on the size of the participant group. Efforts will be made to keep the teams as consistent as possible to ensure team familiarity and cohesion, however some degree of rotation will be needed to ensure full coverage. The team will travel and lodge together at each location as needed.

  Measurement: Trainings will be monitored by the International Medical Corps MEAL team which will track various metrics including participant numbers, comprehension, skills transfer, facilitator feedback and participant evaluations of the program. Trainings may also be recorded for use in areas of Ukraine where access is limited.

  Support: The training team will be supported by members from International Medical Corps logistics, security, finance, human resources, and operations teams as needed. Regular security updates will be provided by the security team, and trainings will only be held in locations that have been determined by the security team to be safe. If at any point the context becomes unstable or dangerous, all activities will cease and the training team will be brought safely out of the area. This program will run for an estimated 6 months, or until the need is no longer present.

  Qualifications
  * Degree in Nursing, Medicine, or Pre-hospital care.
  * Certificate in medical education or training

  Experience
  * 1. ATLS: Previous experience teaching trauma to medical professionals or previous ATLS certification.
  * 2. TNCC: Significant nursing experience managing trauma patients or previous TNCC certification.
  * 3. PHTLS: Prehospital providers with significant experience managing trauma patients in the prehospital setting or previous PHTLS certification.
  * 4. Stop the Bleed: Significant trauma experience
  * 5. Mass Casualty Management: Experience with MCI training at the individual level.
  * 6. Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE). Significant experience or training in CBRNE threats.
  * 1. ATLS: Active ATLS certification and Certified trainers in ATLS.
  * 1. TNCC: Active TNCC certification and Certified TNCC instructors
  * 1. PHTLS: Active PHTLS certification and Certified PHTLS instructors
  * 4. Stop the Bleed: Active StB certification and experience with Training-of-trainers methodology.
  * 5. Mass Casualty Management. Experience with MCM training at the system level or in delivering the WHO MCM course.
  * 6. Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE). Experience or certification teaching CBRNE in person with skills stations.

  Competency
