PROGRAM BACKGROUND International Medical Corps, which has a history of providing healthcare services and training in Ukraine that dates back to 1999, is expanding its activities in the country and the surrounding region in response to the war there. The situation throughout Ukraine is deteriorating rapidly as the conflict intensifies, prompting a sharp increase in humanitarian needs as access to essential services and supplies are disrupted and more and more people flee their homes. Our response activities include infrastructure rehabilitation, support to ministry of health for provision of emergency and primary health services and supplies, mental health and psychosocial support, gender-based violence services, child protection, nutrition, and water, sanitation, and hygiene.

We are looking for an experienced construction manager (​with degree in architecture or civil engineering) to provide supportive supervision and technical expertise for several ongoing reconstruction/rehabilitation projects involving infrastructure repairs HVAC, electricity, water and sanitation in 10 hospitals damaged by war in Chernihiv and Kharkov region in Ukraine.

International Medical Corps will provide security, cover lodging, transportation per diem, and provide relevant PPE and equipment. This work will involve travelling between the 2 regions of Chernihiv and Kharkov. This work will involve interaction and supportive supervision of ten sites and eight contractors. This volunteer deployment will be for 10 to 12 weeks as needed by the projects starting as soon as possible.

ESSENTIAL RESPONSIBILITIES

  • S/he will be responsible to oversee the renovation and reconstruction projects in the selected health facilities.
  • She/He will determine what needs to be done in coordination with the medical teams, draw up plans, organize bidding parameters for outside contractors and supervise construction.
  • S/he will also conduct contract negotiations with contractors and subcontractors, track the financial and budgetary aspects of the work, order materials and monitor their usage.
  • The duties will also include managing a team of colleagues (construction engineer, architect and quality control in construction)

QUALIFICATIONS

  • Degree in architecture or civil engineering, or equivalent combination of training and experience

EXPERIENCE

  • At least ten years of relevant work experience assessing and managing the commissioning/recommissioning of building services, ideally in hospital environments to internationally recognized standards
  • Experience in emergency response, including rapid assessments and needs analysis
  • Experience in technical guidance, training, and personnel management

COMPETENCIES

  • Professional presentation and reporting skills
  • Must be able to demonstrate cross-cultural awareness and maintain a positive working relationship with clients and colleagues with professionalism and integrity
  • Demonstrated skills in creative problem solving particularly in limited resource settings
  • Fluent English required; knowledge of Ukrainian or Russian desirable
