Program Description

International Medical Corps, which has a history of providing healthcare services and training in Ukraine that dates back to 1999, is expanding its activities in the country and the surrounding region in response to the war there.

The situation throughout Ukraine is deteriorating rapidly as the conflict intensifies, prompting a sharp increase in humanitarian needs as access to essential services and supplies are disrupted and more and more people flee their homes.

Our response activities will include operation of mobile medical teams and providing emergency and primary health services and supplies, mental health and psychosocial support, gender-based violence services, child protection, nutrition, and water, sanitation and hygiene.

Job Description

International Medical Corps seeks experienced engineer to conduct rapid assessments on all building services including water, HVAC and electricity in three soviet era hospitals in and around Odessa, Ukraine. These hospitals are believed to be structurally sound and, at the time of writing have not been impacted by the war, but due to their age the building services are in need of assessment and rehabilitation.

Volunteers must be available to travel as soon as possible, with a minimum commitment of three weeks. International Medical Corps will provide security, cover lodging, transportation and per diem, and provide relevant PPE and equipment.

S/he will be responsible for the technical assessment, analysis and prioritization of urgent water and sanitation, general plumbing, HVAC, Electrical needs at the assigned health facilities to allow for safety and effective health care delivery. In addition, s/he will recommend appropriate interventions including ensuring adequate maintenance and operation of water and sanitation-related equipment, facilities and services,

  • Provide general water and sanitation, HVAC and electrical expertise in technical needs assessments and analysis at health care facilities, and surrounding communities
  • Conduct initial rapid assessment of current situation in collaboration with health care facility management and staffs, and affected population;
  • Recommend priorities and immediate activities and resources
  • Assess in-country resources and capacities (human, material and financial) for response with relevant staff and agencies
  • Provide technical recommendations to support to design appropriate, where and as necessary phased, technical interventions to ensure safe and high quality health care delivery at facilities
  • Ensure that issues of protection, gender, infection control, environmental protection, operation and maintenance and sustainability are factored into the recommendations
  • Ensure international minimum standards both qualitative and quantitative are considered and any departures documented in recommendations
  • Provide recommendations in cooperation with IMC logistics and finance departments as to materials and support needed for all activities
  • Design and develop appropriate supervisory, monitoring and evaluation systems for interventions
  • Provide regular updates to supervisor and team on progress, priorities and constraints – verbally and in writing

Requirements:

  • Engineering Degree with an emphasis in Health facilities and typically with at least ten years of relevant work experience assessing and managing the commissioning/recommissioning of building services, ideally in hospital environments to internationally recognized standards
  • Experience in emergency response, including rapid assessments and needs analysis
  • Professional presentation and reporting skills
  • Must be able to demonstrate cross-cultural awareness and maintain a positive working relationship with clients and colleagues with professionalism and integrity
  • Demonstrated skills in creative problem solving particularly in limited resource settings
  • Fluent English required; knowledge of Ukrainian or Russian desirable
