Context:

The project “Integrated Responses on Migration from Central America Activity” (IRM project) is a five-year Cooperative Agreement (February 21, 2020 to February 20, 2025) that will allow IOM to address gaps and challenges on sustainable reintegration and irregular migration in the region by improving integration or reintegration-related services (protection, psychosocial care, referral services, training, certification of studies, among others) at the individual, community and structural levels.

Building on the best practices and lessons learned IOM achieved assisting migrants during previous projects (2014-2019) in El Salvador, Guatemala and Honduras, through IRM project IOM will continue to support the Governments of Central America in strengthening national capacities for sustainable solutions during the reintegration of migrant returnees, based not only on multisectoral integrated approaches, but also on diminishing gaps identified during the previous experiences and adapting new guidelines for each context.

The overall objective is to reduce irregular migration from Central America, contributing to safe, orderly and regular migration. The activity’s geographic scope includes six countries of Central America, El Salvador, Guatemala, Honduras, Costa Rica, Panama, and Belize.

Under the direct supervision of the IRM Sub-Regional Programme Coordinator /Chief of Party the National Project Officer will support the implementation of the project activities inEl Salvador. The National Project Officer will carry out their duties in close coordination with other IOM staff in country as well as in other countries in the region and in the IOM Regional Office for North America, Central America and the Caribbean in San Jose, Costa Rica.

Core Functions / Responsibilities:

  1. Plan, coordinate, implement, monitor and evaluate all project activities, in accordance with the work plans and courses of action established in the project documents.
  2. Engage national authorities in direct dialogue to support the implementation of the project, including diverse government departments with responsibilities on migration, reintegration and organize government meetings on the topic.
  3. Engage and maintain direct dialogue with Non-Governmental partners involved in providing support to the implementation of the project.
  4. Monitor the operations of the implementing partners to ensure proper implementation and reporting of activities and financial matters.
  5. Maintaining and strengthening effective relations with key national counterparts (government and civil society), UN organizations and other involved international entities, to explore synergies and avoid duplicity of actions.
  6. Participate in the development of terms of reference and selection of and follow up on the work of hired consultants as needed in accordance with IOM internal administrative requirements and project activities.
  7. Provide technical input to working documents, studies, and technical reports as required in the framework of project activities on the topics of migration, and reintegration.
  8. Elaborate quarterly and monthly narrative and financial reports, as well as weekly updates and other requests of information.
  9. Plan and implement capacity-building and awareness-raising processes for authorities, civil society organizations, IOM staff, and other actors, as part of the supporting actions foreseen in the project.
  10. Plan and implement internal and external communications activities related to the project and the topic of reintegration in consultation with the IRM Sub-Regional Coordinator (Return and Reintegration)
  11. Work in close coordination with Resource Management Officers to monitor the expenditure rate of the project and monitor the use of the IRM Program budget
  12. Maintain continuous dialogue on all activities and provide weekly information the IRM Sub-Regional Coordinator/Chief of Party and the donor on the progress of actions, and the identified issues and solutions taken.
  13. Ensure a rights-based approach, gender-based and child protection approach in all IRM operations.
  14. Contribute to knowledge management processes as well as the organization and maintenance of files.
  15. Support the organization of events and workshops.
  16. Guide and supervise the operations team, in coordination with the IRM Sub- Regional Coordinator/Chief of Party in the development of the activities proposed in the project in the office and in the field.
  17. Undertake regular duty travel related to project implementation, monitoring, assessments and evaluation.
  18. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education and Experience

  • Bachelor’s degree on Social Sciences, of a recognized university, with two years of relevant professional experience.
  • At least, 2 years of relevant experience in local projects related to migration, policy development and implementation of social projects.
  • Experience in liaising with governmental authorities, other national and international institutions and NGOs.
  • Experience in the areas of social and humanitarian work or working with international cooperation and international humanitarian organizations will be an advantage.

Skills

  • General studies on migration and gender will be an advantage
  • Preparation of project proposals and project management
  • Good handling of data processing programs, Excel, Access, Word, Power Point as well as other programs from the Office package and other systems.

Languages

Fluency in Spanish and English (oral and written)
