Within its Migration Health Division (MHD), the International Organization for Migration (IOM), as United Nations Migration Agency, delivers and promotes comprehensive, preventive and curative health programmes that are beneficial, accessible, and equitable for migrants and people on the move. Bridging the needs of both migrants and IOM member states, MHD, in close collaboration with partners, contributes towards the physical, mental and social well-being of migrants, enabling them and host communities to achieve social and economic development.

IOM’s Migration Health Unit for the Americas is accountable and responsible for the technical supervision, effective coordination, and strategic direction of all Migration Health Division (MHD) programmes in the areas of ‘Health Promotion and Assistance to Migrants’ and ‘Health Assistance to Crisis Affected populations’ undertaken by IOM in the countries covered by both Regional Offices in San José and Buenos Aires. Under the umbrella of MHD Americas are also all the Migration and Health and Psychosocial Support actions in North America, Central America, the Caribbean and South America.

Under the overall supervision of the Chief of Mission, direct supervision of the Senior Regional Programme Manager, and in technical coordination with the regional migration health specialist, the successful candidate will be responsible and accountable for the coordination and implementation of the project “Applying the Human Security Approach to Advance an Integrated Response to Health and Migration in the Northern Triangle of Central America and Mexico” programme undertaken by IOM in partnership with PAHO/WHO in the region.

Core Functions / Responsibilities:

  1. Coordinate the implementation of all programmatic content related to the joint PAHO/IOM project on health, migration, and human security in the region of Northern Triangle and Mexico, including drafting programmatic reports representing the two agencies, conducting financial reporting for IOM, and establishing the liaison between PAHO/WHO and IOM on all levels.
  2. Develop workplans and timelines for all relevant stages of project implementation, outlining required tasks, milestones, and calling attention to roadblocks and challenges impacting the project.
  3. Conduct and coordinate all the project-related administration, including hiring and recruitment, procurement, administrative procedures, drafting of terms of reference, among others.
  4. Gather and disseminate relevant information to project implementation and stakeholders, including through regular coordination meetings between IOM and PAHO, update sessions, and other information sharing mechanisms.
  5. Establish a multi-stakeholder coordination mechanism on health and migration in relation to the human security approach in El Salvador, Guatemala, Honduras, and Mexico, to facilitate programme implementation, including civil society and population-specific networks.
  6. Advocate for the inclusion of the health agenda by using the principles of the human security approach amongst existing technical groups, networks, and other coordination mechanisms already operating in the countries and working on related issues within the context of migration.
  7. Conduct benchmarking sessions with other relevant stakeholder to gather ideas and insights on how to strengthen health information systems in El Salvador, Guatemala, Honduras, and Mexico.
  8. Implement capacity building activities focusing on enhancing capabilities at national and local levels in generating, analyzing, and integrating migrant health data and human security, working alongside authorities and stakeholders in strengthening existing national information systems as well as capitalizing on localized knowledge from local communities, to promote migrants’ access to health and the integration of their needs in health and development plans in the involved countries.
  9. Conduct field travel where appropriate.
  10. Perform any other duties that may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in public health, global health or humanities and social sciences, or
  • Bachelor’s degree in health or social science or a related field from a recognized university, with at least two years of relevant professional experience

Experience

  • Experience in project planning and implementation, including project preparation and monitoring of projects, preferably in the field of migration health.
  • Familiarity with concepts and developments related to public health and evidence- based public health practices is highly desirable.
  • Excellent skills in assessment and analysis of data.
  • Strong writing skills including development of reports, concept notes and project proposals.
  • Ability to manage multiple tasks simultaneously and to work collaboratively on multidisciplinary teams with tight schedules.
  • Experience of working in a multi-cultural setting.
  • Sound experience in working with international organizations, regional organizations, governmental entities, and civil society;
  • Experience in managing health programme in different regions, with experience in LAC, a distinct advantage.
