  1. THE MIDDLE EAST FIELD SUPPORT SERVICES PROJECT

Launched in December 2021 and implemented by Cowater International, the Middle East Field Support Services Project (ME-FSSP) serves to support the international assistance humanitarian and development objectives of Canada’s Middle East Strategy by providing administrative, financial, procurement, and logistical services in Jordan, Iraq, Lebanon and the region.

The ME-FSSP also supports Canada’s regional development programmes through the provision of technical specialists in multi-sectors and thematic areas including, gender equality, governance and human rights, environmental sustainability and climate action.

2. BACKGROUND

The Embassy of Canada to Jordan, located in Amman, is the official diplomatic mission representing Canada in Jordan. It plays a crucial role in strengthening the bilateral relationship between the two countries, focusing on areas such as development cooperation, trade, education, among others. The Embassy supports various initiatives that promote economic growth, gender equality, human rights, and governance in Jordan. Through its efforts, the embassy fosters mutual understanding and cooperation between Canada and Jordan.

In February 2016, the Government of Canada released a new and comprehensive whole-of-government strategy to respond to the ongoing crises in Iraq and Syria and their destabilizing impacts on the middle east region, particularly in Jordan, Lebanon and Iraq. Canada’s Middle East Strategy (2016-2025) includes budget provisions for both development assistance and humanitarian response. Specifically, the Strategy provides up-to CAD 270 million to support increased access to basic services, enhance skills for employment, promote green economic growth and strengthen governance, and up-to CAD 840 million in humanitarian support to meet the urgent basic needs of those most affected by the crises, including refugees.

3. OBJECTIVE OF THE CONSULTANCY

The objective of this consultancy is to provide expert visual storytelling services to the Embassy of Canada to Jordan, enhancing its communication efforts through the creation of compelling and visually engaging content. The Contractor will work closely with the Embassy’s communication team to conceptualize, produce, and deliver high quality visual materials—including photography, videography, and graphic design—that effectively convey the Embassy’s key messages and initiatives to target audiences. This role is critical in supporting the Embassy’s outreach activities, particularly during external visits, campaigns, and significant events, ensuring that all visual content aligns with the Embassy’s strategic communication goals.

4. DESCRIPTION OF TASKS AND SERVICES

The Embassy will engage the services of the Contactor on an “as needed” basis. Sufficient notice will be provided to the Contractor to facilitate planning. The contractor’s services will be required primarily during outreach visits, as well as for campaigns and major meetings/events requiring the production of communications involving video/photography.

Tasks:

  • Story Ideation: Attend relevant Embassy communications planning meetings to advise on conceptualization and development of creative visual storytelling ideas, and on effective use of available media.
  • Photography and Videography: Capture high-quality photos and videos that effectively convey the essence of the story and have an impact, make sure to obtain publishing rights.
  • Video Editing: Edit video footage to create polished and engaging storytelling content, ensuring the narrative flows smoothly.
  • Photo Editing: Enhance and retouch photos to achieve the desired visual impact and maintain consistency with the Mission’s visual identity.
  • Graphic Design: Where required, propose visually appealing graphics, infographics, and other visual assets that enhance the storytelling process.
  • Content Production: Where required, contribute to the development of visual storytelling content for various platforms, such as the social media channels, campaigns, presentations, and other event materials.
  • Audience Engagement: Understand the target audience and tailor the visual storytelling content to resonate with their interests and preferences**.**
  • Picture Library (or image catalog): Develop an image and video database solution to store and organize videos and pictures self-captured or provided by employee’s embassy, for future use and using appropriate IT tools.
  • By-products: Develop mock-up for promotional products (roll-up banners, brochures, etc.) from the images captured for or provide by the employee’s embassy.

5. REPORTING

  • Technical assignments including the Tracking Table/ Service Requisitions and deliverables, evaluation of the quality of services and deliverables against the Tracking Table, etc. are approved by the Embassy’s relevant personnel in Jordan.
  • The Contractor reports directly to ME-FSSP (Project Manager) who has full responsibility for the administration of the contract, including the approval of timesheets and invoices.

6. LOCATION, TIMELINES, AND ESTIMATED LEVEL OF EFFORTS

  • This contract will be valid for 12 months of the starting date. The Contractor should be located in Jordan and ready to travel to different areas in Jordan when needed.
  • The basis for payment and payment schedule will be based on a fixed-time rate contract.
  • The level of effort will depend on the needs and activities of the Embassy. No activities/tasks should be undertaken without the prior approvals of the Embassy and ME-FSSP.

7. ADMINISTRATIVE ARRANGEMENTS

  • The contract will be signed between Cowater International/ME-FSSP and the selected candidate.
  • Work will be performed out of the Contractor’s own office, or the locations identified by the Embassy. The Contractor will be responsible for providing all required overhead, including maintaining internet access and an email account.
  • The Contractor will be expected to use their own workspace, equipment, and materials (office space is not provided).
  • If travel within Jordan for specific tasks is required, ME-FSSP will cover the associated travel costs.
  • The Contractor will be paid according to the agreed-upon daily rate based on the level of effort reflected in the monthly financial report and requisition forms. Activities and services rendered should be in line with the Tracking Table or requisition forms agreed and approved by the TA.

8. EDUCATION

  • A degree in Visual Arts, Graphic Design, Film Production, Multimedia Arts, Communications, or a related field is required, or
  • Advanced training or professional experience in Photography, Videography, Video Editing, or Graphic Design.

9. EXPERIENCE, KNOWLEGDE AND SKILLS

  • Creative Vision: Demonstrated ability to conceptualize and execute compelling visual storytelling ideas.
  • Photography and Videography Skills: Proficiency in capturing high-quality photos and videos using professional equipment.
  • Graphic Design Proficiency: Strong graphic design skills to create visually appealing graphics and other visual assets.
  • Video and photo Editing: Experience in video editing software to produce polished videos. And Familiarity with photo editing software (e.g., Adobe Photoshop, Lightroom) to enhance and retouch photos.
  • Communication: Considerable knowledge of and experience using major social media platforms and tools. Revise and suggest improvements to social media posts provided by embassy’s employees.
  • Ability to use image database and IT solutions to store, organize, and transfer of pictures and videos.
  • Interpersonal skills needed to liaise and collaborate effectively with embassy team as well as stakeholders involved in the production of video/photo content.
  • Time Management: Demonstrated ability to work under pressure and meet tight deadlines.

10. LANGUAGE REQUIREMENTs

  • Fluency in oral, reading, and writing in English and Arabic languages. French is an asset.
