Video Production Services Contractor

Project Overview

Project CONVERGE is a 3-year project funded by the U.S. Department of State Bureau of Conflict and Stabilization Operations that aims to reduce drivers of violent conflict and increase community resilience in the three program locations and create an enabling environment for social cohesion and development. The project is implemented in partnership with three locally-based non-government organizations namely, Integrated Resource Development for Tri-People (IRDT), Kadtuntaya Foundation, Inc. (KFI), and Nagdilaab Foundation, Inc. (NFI) in nine local government units (LGU) – Tungawan and Ipil in the Province of Zamboanga Sibugay, Zamboanga City, Datu Salibo and Radjah Buayan in the Province of Maguindanao, Cotabato City, and Maluso, Tuburan, and Lamitan City in the Province of Basilan.

Specifically, Project CONVERGE seeks to 1) Build the capacity of local community non-government organizations (NGOs), local government units (LGUs) and key stakeholders to identify and effectively address violent conflict and build community resilience through evidence-based analyses; 2) Address specific peace and community resilience needs in vulnerable local population segments through small grants to LGUs and local NGO; and 3) Increase coordination among LGUs, local community NGOs, researchers, and key stakeholders to improve their ability to address violent conflict and strengthen community resilience sustainably through collaborative, self-financed initiatives and programming.

Period

The period of contract will be for six months (August 2022 to January 2023).

Type of Contract

A fixed price, deliverable-based contract will be executed with the selected contractor. Duly registered video production contractors are preferred, provided that the required skills and qualifications are met. However, freelance video production professionals may be considered based on the same set of required skills and qualifications.

Scope of Work of the Contractor

Project CONVERGE seeks for an outfit who can provide video production services to create audio-visual outputs that will feature the processes introduced by the project and celebrate the successes achieved with the implementing partners— highlighting what was accomplished and how. The contractor will be responsible for pre-production, filming and subsequent editing in variety of formats (from 7 to 15 minutes) video packages, including creating graphics, voice overs, and animations as necessary and based on instructions provided. The materials should be produced in a way that it be understandable, interesting and relevant for a wide audience.

Specifically, the contractor shall undertake the following:

  • In collaboration with the project team and implementing partners, propose initial storyboards and treatment for the video outputs, and develop a production timeline for the project from pre-production to post-production, considering revisions and approval process. The detailed production plan and schedule should be agreed by both project team and the contractor.
  • Present the final storyboard, script, shot list and shooting guide to the project team.
  • Arrange for interview transcription and translation, drafting and copy-editing of captions and subtitles, voice-over narration, background music, graphics, and any other postproduction elements.
  • Regularly provide update on the progress of his/her work. This includes:
    • Facilitate regular meetings and consultations with project team.
    • Present the first draft and second draft of each video output for comments. The contractor is expected to provide a maximum of three revisions provided that all comments for each draft were addressed.
  • Finalize all the video outputs in full high-definition files and submit thirty post processed photographs from the video interviews.
  • All digital files obtained during the duration of the project, including the working project files, metadata and complete shot list, raw video and audio files, and interview transcripts, are the property of The Asia Foundation and shall be submitted for archiving.

Required Skills and Qualifications

  • A minimum of five years of experience in video production, videography and video editing, experience in working in the development sector production and documentation is a plus.
  • Demonstrated experience of conception, production and video editing. Should be able to provide work references through an online portfolio or at least three work samples.
  • In-depth knowledge on video production processes and activities, with demonstrated experience in negotiation, planning, and budgeting for the production.
  • Able to convene, lead and manage a production team to undertake the tasks outlined above – including organizing remote production team members to oversee actual interviews and recording in Mindanao with a few selected interviews in Metro Manila.
  • Provide own basic equipment and facilities – e.g., camera, lights, sound and video editing equipment, etc.

Preferred Qualifications

  • Proven ability to manage multiple projects simultaneously with timely approach to work and deadlines.
  • Knowledge and familiarity with context of conflict-affected or post-conflict areas particularly their political landscape, peace process, development initiatives, governance, and security-related matters.
