Vice President for Operations

Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a Vice President for Operations. The successful candidate for this position would preferably be based in Arlington, VA or Burlington, VT.

As a member of the Tetra Tech ARD Senior Management Team, and reporting to the President/Chief Operating Officer, the Vice President for Operations (VPO) leads the growth and performance of Tetra Tech ARD’s technical sectors. Working closely with the Sector Directors, the VPO oversees project technical and financial performance and compliance and ensures timely resolution of project-related challenges. The VPO works with Sector Directors and the Directors of Business Development and Cost and Pricing to define and drive new business strategies for sustained organizational growth, increased financial margins and client diversification. The VPO also oversees the integration of Monitoring, Evaluation and Learning support services for both projects and new business. The VPO collaborates with the President/COO and other Tetra Tech operating unit leaders on broader International Development Services (IDS) growth and acquisition strategies.

The VPO is expected to maintain broad knowledge of the company’s policies, best practices and systems that support project delivery and new business. The VPO works with shared services counterparts (i.e., human resources, contracts, risk management/compliance, and others) to streamline project management processes and systems and to ensure sector staff have the necessary skills and tools to perform at a high level. The VPO is expected to function with a minimum of supervision while exercising a maximum degree of initiative and personal judgment regarding matters under their jurisdiction.

Specific Responsibilities

  1. Supervision and skills development

· Supervises (and prepares performance reviews for) direct reports (Sector Directors, the Director for New Business Development and Director of Cost and Pricing and Director of MEL)

· Collaborates with Sector Directors, Director of Business Development and shared services leaders to identify priorities and approaches for in-service skill-building linked to sector strategies and ARD performance and growth plans.

· Oversees the quality and equity of performance monitoring and promotions practices for all sectors and teams under her/his direct supervision.

2. Project management

*Provides managerial oversight and monitors the performance of Tetra Tech ARD’s project portfolio.

*Works with Sector Directors to promptly resolve project management, personnel and implementation challenges. Collaborates, as needed, with the President/COO and shared services to solve contract problems.

*Works with ARD’s risk/compliance, contracts and human resources leaders to improve and streamline contract management and compliance policies, systems and tools.

*Provides vision and strategic guidance for strengthening ARD’s project risk management and mitigation processes and systems.

*Ensures that firm-wide resources are available to support contract management and provide quality services to the client and represents the company to the client as needed.

*Reviews project budget/financial forecasting assumptions and targets for annual and mid-year plans and works with sector teams to identify corrective actions, as needed, to meet or exceed annual goals.

*Conducts project supervision site visits, as needed.

3. Business development

*Provides leadership in defining and periodically reviewing ARD’s business development strategy.

*Guides Tetra Tech ARD’s business goal-setting and prioritization process, including setting of annual and multi-year revenue targets.

*Reviews and approves requests for resources to support new business development, including the approval of *Capture Plans and budgets, Bid/No Bid Decisions and the assignment of billing and proposal codes.

*Works with the New Business Director and Sector Directors to prioritize resource allocation decisions and to resolve technical staff performance challenges on new business assignments.

*Performs Senior Management Reviews for proposals and/or assigns those reviews to the Director of New Business or Sector Directors.

*Supports a limited number of top priority new business opportunities through capture trips, strategy development and technical writing.

*Works with the President/COO, Sector Directors and Director of New Business to identify acquisition growth opportunities.

*Maintains a positive image with our major client USAID and other clients through direct interactions and coordinated outreach by Sector Directors.

*Collaborates with other Tetra Tech operating units to develop and pursue strategies for broader IDS growth, including targeted partnerships for specific opportunities and market segments.

*Promotes and recognizes ARD achievements in technical thought leadership and associated communications with Sector Directors and operations staff.

*Stays informed of developments in the International Development market place to identify challenges and opportunities.

*Represents Tetra Tech ARD and Tetra Tech at client events, conferences, seminars and other gatherings.

*As a member of senior management coordinates with other Tetra Tech units on additional tasks and initiatives, as needed.

Qualifications

*Master’s degree in a relevant field.

*Minimum of 15 years of experience in international development with successful track record in both new business development and project implementation.

*Minimum 10-years’ experience working with USAID-funded projects with a thorough understanding of USAID rules and regulations.

*In-depth knowledge of the trends and opportunities within the USAID marketplace.

*Demonstrated progressive experience as a supervisor and leader of large teams.

*Strong track record of successful collaboration across diverse technical and operational business functions.

*Extensive experience leading and managing teams, including personnel management experience.

*Excellent communication skills both written and oral.

*Ability to legally work in the US without employer sponsorship.
