GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

As a part of the Verification Team of the Accountability Department, Verification Team Leaders support verification of existing beneficiaries to ensure that food, non-food item, cash and voucher assistance reaches most vulnerable families. Key functions of this position include:

  1. Lead Team Members on verification (checking) of beneficiary lists as part of GOAL Syria’s verification cycle in north Aleppo.
  2. Oversee home visits and information collection done by Team Members.
  3. Review all Verification forms completed by the Verification Team at the end of each workday.
  4. Coordinate communication with Local Councils and Relief Committees and informing them about GOAL programme and GOAL beneficiary selection criteria; and Collecting notes and comments from the field.

Duties, objectives, and competencies:

The post holder will be responsible for the following duties in relation to distributions:

  • Contribute as a Team Leader to Verification as outlined above.
  • Security: support the Verification Deputy Manager by providing security information and updates received from Team Members, villagers, and Local Authorities.
  • Ensure that all stages of the verification processes and documents are received from Team Members daily and that all sections have been filled in before signing them.
  • Work with other Verification Team Leaders on planning the daily and weekly work for the team.
  • Provide information to the Verification Deputy Manager for the daily update at the end of each day including:
    • Security situation in the GOAL villages and neighbouring villages.
    • Verification progress made during the day compared to the plan.
    • Any difficulties encountered and how they were overcome.
    • Community, Local Council or Relief Committee complaints.
    • Status of documents and deadlines for the documents to be completed; and
    • Observations about other organisations doing relief/ humanitarian work in the villages where GOAL works.
  • Any other task required by the line manager.

In addition to the above, the Verification Team Leader is required to abide by and uphold the Core Humanitarian Standards in the execution of his/her duties.

Requirements (essential):

  • University degree.
  • Experience working in humanitarian settings.
  • Ability to work inside Syria.
  • 3 years or more work experience.
  • Flexible about working long hours.
  • Detail oriented and strong clerical skills
  • Excellent interpersonal skills and the ability to interact well with people of all backgrounds, excellent relationship building skills.
  • Fluent communication skills (written, spoken) in Arabic.
  • Some communication skills (written, spoken) in English.
  • Availability to travel for up to 80% of the time, work and stay overnight in programme areas.
  • Strong computer skills (MS Word and Excel).
  • Prepared to work in an insecure environment.

Requirements (desired):

  • MA degree is an advantage.
  • Previous experience working with GOAL.
  • Fluency in English.
  • Previous experience with beneficiary verification, selection, or registration in an emergency context.
  • Knowledge and competency with PowerBi.
  • Knowledge of and training in the Core Humanitarian Standards (CHS)
