GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

As a part of the Accountability Department in Northern Aleppo, Verification Deputy Manager is responsible for the management of GOAL’s verification processes in NA Governorate. The Verification DM will be responsible for ensuring that all verification teams effectively and efficiently achieve their objectives in accordance with GOAL’s guidelines and principles.

Duties, objectives and competencies

Beneficiary Verification:

  • Management of all verification processes including Blanket verification for current beneficiaries and flagged HHs.
  • Develop detailed activity plans for the Verification Team, with the close coordination with the MIS team, ensuring that those activity plans are implemented.
  • Monitor the Verification Teams’ performance in terms of outputs against activity plans and take all necessary action, in association with the MIS team, Accountability Manager, to ensure the objectives are achieved.
  • Travel frequently to project locations to directly monitor verification activities.
  • Act as a focal point for the Verification Team.
  • Act in a liaison role when requested, linking with Relief Committees and community meetings to communicate and respond to questions on GOAL’s beneficiary selection and verification criteria and processes.
  • ensure that the verification data tool is up to date and reflect the actual organization needs in terms of programmatic needs and quality assurance.

Team Management and Leadership:

  • Direct line management of Team Leaders who lead GOAL Syria’s Verification Teams.
  • Ensure all direct reports have clear responsibilities, defined tasks and work-plans in place and that these are regularly reviewed.
  • Ensure appropriate HR planning, training and resource allocation as required for the successful implementation of program objectives

Other:

  • Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms.
  • Other tasks as required relating to beneficiary verification, and other tasks as requested by the Accountability Manager.

In addition to the above, the Verification DM is required to abide by and uphold the Core Humanitarian Standards in the execution of his/her duties.

Requirements (essential)

  • Bachelor’s degree from a recognized University
  • At least 5 years’ experience working in the humanitarian field.
  • At least two years’ experience working with local communities in northern Aleppo.
  • At least two years’ experience leading a team in a humanitarian sector.
  • At least two years’ experience working in beneficiary verification in an emergency context.
  • Previous experience working in managing teams and activities.
  • Previous experience working with databases.
  • Previous experience in capacity building and training others on new concepts or tasks.
  • Excellent attention to detail.
  • Strong knowledge of MS Office applications.
  • Knowledge of GOAL’s target areas in northern Aleppo.
  • Hard-working, proactive, and able to prioritise to manage a demanding workload.
  • Good English language skills (spoken, written, and reading).
  • Excellent Arabic language skills (spoken, written, and reading).
  • Ability to travel and work in NW of Syria.
  • Commitment to beneficiary accountability and humanitarian principles.

Requirements (desired)

  • MA degree is an advantage
  • Previous experience working with GOAL
  • Fluency in English
  • Knowledge and competency with PowerBi
  • Knowledge of and training in the Core Humanitarian Standards (CHS)
