HIAS seeks a Program Director to oversee and direct all programs and emergency response programs in Venezuela. S/he oversees all program and technical managers and will reports to the Country Director.

Essential Functions:

Program Management: • Oversees all program development, planning and implementation of the HIAS Venezuela program, in close coordination with the Country Director. • Ensures program implementation is high quality, responsive to local communities, is consistent with HIAS program guidelines, principles, values and strategic plan, and is on track with implementation scheduling. • Ensures the submission of all internal, partner and donor reporting and proposals, working closely with Technical, Regional and Development teams. • Maintains oversight of all program budgets, together with local and HQ finance teams, ensuring appropriate allocation of resources to meet program objectives. • Works closely Finance and other departments to ensure budget planning, spending and execution. • Coordinates with appropriate staff on crucial events; high-risk periods and incident reporting. • In collaboration with the Country Director, Venezuela ensures safety and security policies and procedures are documented and implemented, as necessary.

Donor Relations/Representation • Assist the Country Director developing strong relationships with donors. • Develops and maintains solid cooperation with partner organizations at the local and national levels, including NGOs, international agencies and bilateral donors. • In close coordination with the Country Director develops and maintains solid coordination and relations with clusters, local governments and other coordination mechanisms • Help to identify and pursue funding opportunities from current and new donors. • Presents to donors on a monthly and/or quarterly basis and ensures all donor requests and questions are responded to in an efficient and high-quality manner.

HR Management: • Coaches and mentors staff; fosters a positive work environment and compliance with HIAS’ Core Values, Code of Conduct and all policies and procedures for Venezuela staff. • Provides ongoing training and learning opportunities in areas of core competency and priority. • Assists in facilitating and maintain ongoing training and learning opportunities in areas of core competency and priority. • Fosters an environment that promotes the disclosures of wrongdoing, without fear of retaliation in any form. • Maintains clear and open communication with employee(s) who make disclosures of wrongdoing, as permitted by HIAS policies and law, and communicates the resolution of the disclosure to the affected employee(s), where possible.

Qualifications and Requirements:

• Graduate degree in Program Management or humanitarian related degree; and or/ in a related field. • Oral and written fluency in both English and Spanish required. • A minimum of nine (9) years of experience with INGOs with at least five (5) years in an emergency response setting. • At least five (5) years of management experience; managing large teams and overall program oversight. • Excellent interpersonal, written and oral communication skills. • Understanding of security/ emergency management in humanitarian organization setting. • Commitment to HIAS values and mission. • Ability to travel throughout Venezuela and internationally, as required. • This posting will be located in Venezuela.
