COOPI is looking for an Emergency Logistic Coordinator for its Emergency Roster

COOPI Emergency Roster is a multi-functional team of experienced emergency professionals who can be deployed as a team or individually to provide leadership as well as technical support in assessment and response to declared emergencies within 72 hours of the onset of the emergency, for a minimum of 3 weeks and up to a maximum of 3 months. The team is led by the Head of Emergency Unit and consists of 6 members (Emergency Program Manager, Emergency Log, Finance/Admin manager, Protection Advisor, FSL Advisor, WASH Advisor). Roster members may also be asked to support COOPI Emergency Unit and Regional Coordination teams for ad hoc missions to countries affected by emergencies or other circumstances where deployments are exceptionally sought for situations that are in the process of being analysed and considered for a declaration of an emergency level or based on corporate reasons (priorities) as decided by COOPI Director and COOPI Head of Emergency Unit.

Main responsibilities

  • Conduct initial rapid assessment and exploratory mission and produce the relative reports, identifying Logistics needs in the country in collaboration with relevant staffs, affected population and other agencies governmental and non-governmental in order to define priorities, immediate activities and resources available and needed (human, material and financial) to respond to the Logistics needs;
  • Responsible for defining, implementing, monitoring and updating the Logistics strategy, translating the identified needs into a response in order to cover the Logistics humanitarian needs of the population at risk. Develop and lead appropriate Logistics responses in collaboration with other departments;
  • In close collaboration with the Country HR/Administration, participate in the planning, definition and sizing of the Logistics workforce in the mission and supervise the associated processes (recruitment, validation of Logistics staffs, training/induction, evaluation, internal/external communication). Coach and directly support the Logistics teams in the implementation of the Logistics activities making sure that internal protocols are respected;
  • Represent COOPI before local authorities and stakeholders and guarantee constant presence and active participation to the Logistics coordination fora (clusters meetings and other technical coordination meetings) and keep regular contact with other log counterparts in the area of operation (NGOs, local organizations, donors, authorities);
  • Ensure compliance with Organization and donor policies, procedures and legal constraints and produce and control the content of narrative reports;
  • Prepare all the accounting documents, including tender and procurement for intermediate and final financial reports required by donors;
  • Support logistical activities such as procurement – including procurement planning, supply chain, stock management, warehousing, transport, facilities in field locations, oversight of communication and IT (e.g. satellite and mobile phones, HF and VHF radios, laptops, printers, scanners, etc.), maintenance and asset tracking;
  • Travel to Emergency Response Team response locations and support logistics operations and needs in field response sites;
  • Liaise with the relevant Emergency Response Team Project Managers to provide effective logistical support to the projects and the field teams. Work with relevant team members and field management, within the context of the local environment, to ensure the security of the COOPI base(s) and of all COOPI property and equipment;
  • Ensure a clear and transparent paper trail is in place for all logistical transactions (e.g. purchase requests, waybills, stock control, asset tracking, etc.), that records are kept in an orderly and timely fashion and that the archive system is in line with COOPI and donor requirements;
  • On occasions work with casual labour (including hiring, co-ordinating workload and payment) to achieve specific, time-bound tasks;
  • Promote and use the COOPI e-library and other operating procedures, ensuring that all standardized formats are used and guidelines are followed.

Requirements

Essentials

  • Minimum 4 years relevant work experience in the humanitarian sector as Logistics Manager, especially in fragile and unstable environments;
  • Proven experience in logistic coordination and NFIs distribution in emergency setting;
  • Availability of three weeks with 72 hours’ notice;
  • Fluency in English and French;
  • Demonstrate experience with different donors compliance and reporting;
  • Flexibility, ability to perform and assure high accuracy in work under high level of stress;
  • Service Orientation;
  • Leadership, people management and development, teamwork and cooperation;
  • Capacity to work in volatile security environment and to adapt to basic living conditions;
  • Understanding of humanitarian operations principles, standards and best practices;
  • Knowledge of monitoring tools and systems including Post Distribution Monitoring tools;
  • Prior experience in working with communities, internal displacement and/or refugees and in complex emergency settings;
  • Willing to leave unaccompanied.

Plus

  • Spanish is an asset. Multi-language knowledge desirable.
