Background

NORC at the University of Chicago is one of the largest and most highly respected social research organizations pursuing high quality social science research both in the U.S. and internationally.

NORC is seeking a Health Team Lead for the anticipated USAID Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA). The Health Team Lead will work full-time over a 3-year period based in Manila, Philippines (with potential 4th option year). The PIMMELA aims to work collaboratively with the Mission’s staff and its implementing partners (IPs) to provide fast, flexible, robust and rigorous monitoring, evaluation and related support; and support assistance for USAID programmatic objectives as needed for capacity building. Specifically, PIMMELA will assist USAID in performance management data collection, reporting and analysis; third party monitoring and verification; evaluation and research; and collaboration, learning and adaptive (CLA). All individuals should have strong English reading and writing skills. Philippines citizens are strongly encouraged to apply. This full-time position is contingent on funding.

Responsibilities

  • Lead and ensure the effective and efficient performance of all aspects and objectives of the Office of Health Monitoring, Evaluation, Reporting, Research, Learning and Analysis (MERRLAA) Services (Component 5).
  • Manage the health team
  • Maintain strong networks with the local M&E community and ensure that all M&E designs and approaches employ rigorous methods and high-quality, state-of-the-art practices.
  • Serve as main point of contact with USAID’s Office of Health
  • Provide work plan oversight, ensure high-quality for all assigned tasks and deliverables, including all required reports;
  • Serve as the Principal Investigator for the health baseline and major performance evaluations

Required Qualifications

  • Master’s degree or higher in management, public health, international development, social science, statistics, economics, health systems or a related field;
  • At least ten (10) years of work experience in designing, implementing, and managing complex monitoring systems, and performance and impact evaluations, and implementation research activities in/for developing countries, preferably the Philippines.
  • At least five of the ten years shall be in a supervisory and/or management capacity that includes providing technical and management oversight of subcontractors and complex teams in a multi- cultural setting.
  • Demonstrated experience with quantitative and qualitative data collection, management, and analysis with a strong statistical background.
  • Strong background in project management and monitoring and evaluation and understanding of public health / epidemiology indicators, data, and analysis.
  • Experience in a mix of the above indicated skills areas is highly preferred.
  • Fluency in Tagalog and Cebuano preferred

Communication and Public Relations Skills:

  • Excellent written, oral and presentation skills.
  • Excellent demonstrated ability to effectively interact with local professionals, international donor organizations, civil society and private sector, host country government counterparts, and other implementing partners in developing countries.
