USAID/Nepal Chief of Party – Learning for Development (L4Dev)

Jefferson Solutions, the government consulting company of Jefferson Consulting Group, a well-respected, woman-owned small business in Washington, D.C. seeks highly qualified individuals to serve as Chief of Party within the United States Agency for International Development (USAID) Nepal.

The Learning for Development (L4Dev)-Monitoring, Evaluation, and Learning (MEL) contract will provide the level of expertise specified by the Mission to complete MEL tasks within the development sectors of democracy and governance, health, education, food security and agriculture, economic growth, natural resource management, disaster risk reduction, and the Mission’s priority cross cutting themes of federalism, inclusion and resilience.

Key Responsibilities:

(a) Learning and knowledge management – Improve the Mission’s learning and knowledge management functions and use of evidence for programming decisions by integrating Collaborating, Learning, and Adapting (CLA) tools and approaches in Mission processes.

(b)Evaluations, assessments, analyses and studies – Design and conduct evaluations, analyses, assessments, and studies to meet the Mission’s need for learning and evidence-based programmatic decision making.

(c)Performance monitoring technical support – Strengthen the Mission’s and its implementing partners’ performance monitoring systems by developing effective monitoring tools including adoption of digital and virtual tools and geographic information system (GIS) technologies for monitoring performance at the strategy, project and activity levels.

(d)Capacity building – Strengthen USAID/Nepal and local partners’ capacities in monitoring, evaluation, learning, and adaptive management.

(e)Development Outreach and Communications (DOC) – Improve the quality and breadth of Mission communications and outreach by supporting the Mission and its implementing partners.

The primary services under this Contract include MEL technical support to the Mission for performance management at the Goal, DO, and Intermediate Results levels; designing and conducting evaluations, assessments, surveys, and studies; strengthening Mission knowledge management and learning; building USAID/Nepal and its implementing partners’ MEL capacity; and DOC services.

Qualifications

  • Advanced degree in a relevant field including international relations, international development, private sector engagement, human resources or other related field
  • At least 10 years of experience (including project management) managing a team, budgets, staffing, contracts, etc
  • Experience with recruiting and managing a diverse, multicultural team
  • Understanding of USG regulations including FAR, AIDAR, ADS for contracts, grants, and compliance
