Assignment Title: USAID HR Support Consultant

Period of Performance: 130 work days

Travel: Virtual/Remote Work with Possible TDY (one week)

Security Clearance: Facility Access (minimum)

Overview: IBTCI has an immediate need for HR support to the Democracy and Governance team to assist in processing various HR tasks, administrative tasks, and other operational tasks. The selected candidate will provide general HR support, and generic administrative and operational support activities as required. The candidate will also support proofreading and editing, including the DG newsletter, briefers, taskers, speeches, technical evaluation memos, awards, and documentation required for site visits and events.
Responsibilities

Deliverables/Primary Functions:

  • Assist with preparing Scopes of Work for U.S. Personal Services Contracts (USPSC) and Foreign Service Nationals (FSNs) for technical accuracy and conformity to USAID regulations and guidelines;
  • Adapts current position descriptions in the DG Office to be consistent with the recently approved DG Organizational chart;
  • Supports the DG Office in developing a system for tracking all of the DG HR actions, including hiring and awards;
  • Compile classification packets (USPSCs/FSNs) with the required documents in preparation for recruitment;
  • Review PDs and provide guidance to DG Director and Deputy Director on what is missing in the PDs or how to best rewrite the PDs, as per HR best practices and in compliance with USAID policy, to arrive at the desired grade level and technical expertise;
  • Coordinate DG files reorganization to purge old files and update filing system to reflect pertinent data;
  • Assist the Technical Evaluation Committee (TEC) panels to prepare for their selection and other services as required;
  • Coordinate HR file review for completion and analysis and provide recommendation and implementation;
  • Provide management of ASSIST files for FSNs, USPCs, and USDH;
  • Recommends and implements more streamlined administrative functions for USAID/Honduras after observing and understanding processes. For example, establish Standard Operating Procedures (SOPs) on various administrative procedures;
  • Other duties as assigned by USAID point of contact.
    Qualifications

Requirements:

  • Familiarity with overall HR best practices and basic USAID HR principles is required
  • Experience with management, reviewing and processing of CCN and USPSC is desired
  • Demonstrate well developed interpersonal skills in order to deal with and work comfortably with American and Honduran personnel. Tact, diplomacy and discretion are essential to this position
  • Excellent organizational skills to organize training material and events
  • Competence in using various computer software applications such as Microsoft Office Suite
  • Spanish language skills is preferred
  • Ability to be flexible, customer-oriented, and the ability to work under pressure
  • Ability to undertake assignments and complete work within established deadlines with minimum supervision
  • Excellent customer service, interpersonal and communication skills

Education:

  • Bachelor’s degree and HR experience
  • HR certification is highly desired

Minimum Qualifications: At least 5 years of HR experience supporting USAID contractors or USAID directly. Experience in training and/or staff development-related work is highly desirable.

The candidate has to be a US citizen or US resident for more than five years.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile or conflict prone zones.
