Job Title: USAID El Salvador- Justice, Rights and Security Strategy Specialist

Department/Location: El Salvador Citizen Security Office

Reports To: On-site Manager

Type: Consultancy

Clearance Required: Secret

Overview: The Citizen Security Office aims to develop framework/system to monitor, evaluate, track and improve the security, rights and justice outcomes in El Salvador. The framework will support the team’s efforts to communicate successes, pinpoint problems, and generate solutions for a wide range of programs targeting democratic principles, human rights, and governance.

Deliverables:

  • Develop a programmatic strategy document including a logical framework, framework mapping and action plan.
  • Monitoring, Learning and Evaluation review and implementation plan.
  • Develop a framework to collect/generate high-quality data and evidence on programs in the DRG and cross-cutting sectors.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Assist in designing, planning, implementing, monitoring, evaluating, coordinating, and reporting on activities to ensure they are efficiently and effectively implemented in a manner that achieves the objectives of USAID.
  • Provide technical advice on the feasibility, appropriateness, and value of proposed activities or changes in activities.
  • Assist with strategic planning at the sectoral, institutional, and national levels.
  • Conduct sectoral analyses and assessments that inform strategic approaches and Country Development and Cooperation Strategies (CDCS).
  • Support monitoring and evaluation functions with a deep knowledge of Complex, Aware Monitoring Evaluation and Learning and other cutting edge MEL practices.
  • Schedule and organize program, portfolio, and strategic objective reviews.

Qualifications

Minimum Requirements:

  • 7 years experience with program development and support
  • Oral and written fluency in English required, Spanish is not required.

Education: Bachelor’s Degree is required; Masters Degree preferred; preferably in a field related to program management, Public Administration, Business Administration, Political Science,
International Development among others.

Preferred Knowledge, Skills and Abilities: Experience in Complex Aware Monitoring and Evaluation and Strategic Planning

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in the U.S.A or El Salvador.
