BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards to the affected population by delivering humanitarian aid based on the needs.

OVERVIEW

Bahar is looking for a consultant with previous in-depth experience working directly on USAID projects. The consultant will assess, evaluate, and develop the current Bahar policies and procedures to be in line USAID regulations.

CONSULTANCY DURATION: Two months

LOCATION: Gaziantep, Turkey

TASKS AND RESPONSIBILITIES:

The major tasks, duties, and responsibilities performed by compliance consultants are:

  • Assessing and analyzing all necessary compliance requirements with USAID regulations and developing appropriate solutions.
  • Reviewing, evaluating, and developing all compliance policies and procedures to fully compliant with USAID regulations, and also providing necessary training and capacity building for the relevant departments.
  • Providing training and orientation on the policies and procedures of the (Indirect Cost, Fixed Amount, De Minimis and NICRA) regarding the USAID regulations and how to apply them within the internal policies of Bahar.
  • Designing and developing tools that are needed to assess and evaluate risks.
  • Develop guidelines for using USAID funds across all programs.

Indirect costs

  • The Mechanism of Full Cost Recovery,
  • Restricted Donors and Indirect Rates
  • Strategy and Process to get Full Cost Recovery
  • Costs that may affect Indirect Rates
  • Different indirect cost allocation methodologies.
  • Requirements to have and apply the NICRA.
  • Identifying various types/uses for a NICRA, provisional rate, predetermined rate, fixed rate, final rate, de minimis and indirect cost rates.
  • Recommendations and suggestions on how to maximize the NICRA rate.
  • Challenges to applying NICRA in Bahar and how to overcome those challenges.
  • How to manage the sustainability of using the NICRA.

DELIVERABLES:

  • A detailed report outlines:
    • the findings from the assessment and evaluation on Bahar current position on applying Bahar policies vs USAID regulations.
    • recommendations and suggestions on how to comply with the used regulations.
  • Develop a policy and guidelines for all relevant departments and functions ensuring full compliance with USAID regulations.
  • Capacity building (training conducted) for the relevant department staff on the USAID policy and guidelines.

USAID Compliance Consultant Requirements – Skills, Knowledge, and Abilities for Career Success

the following requirements to be considered for the consultancy:

  • A Bachelor’s degree in any of Accounting, Economics, Law, or Finance, or in a related discipline.
  • At least 5 years of in-depth work experience with USAID regulations either professionally or through an internship.
  • Preference to have 10+ years of experience working with USAID agency.
  • Excellent time management skills to meet client or organization’s demands and deadlines
  • Strong analytical skills
  • Ability to think critically to efficiently and effectively provide solutions to complex regulatory issues
  • Effective oral and written communication skills.
  • Excellent presenting and reporting skills
