Role: USAID Chief of Party (CoP), Advancing Rights in Cambodia

Reports to: Country Director

Job Location/ Duty Station: Phnom Penh, Cambodia

Line Management Responsibility: M&E and Reporting Officer and Data Analyst

Summary:

The Chief of Party will be responsible for overall project oversight, which coordinates ten local partners focused on project outputs in the area of good governance and civil society development in Cambodia. The successful candidate will be responsible for timely deliverables across the project and will communicate regularly with internal DCA management and the donor with regards to project progress and developments that have a direct impact on implementation. In addition, the role will focus on the mobilization and synergy of ten local partners, with the support of a small team, of which the CoP will hold line management responsibilities. Most notably, The CoP will be responsible for all aspects of project performance and deliverables as well as liaising with key internal stakeholders and USAID.

Responsibilities:

  • Oversee implementation of ARC M&E and workplans, inclusive of log frames, GANNT charts, and ToC documentation;
  • Implement internal project coordination tools that outline workflow, reporting schedules, and communication processes between all DCA ARC staff;
  • Monitor and maintain the project budget and work closely with DCA Cambodia finance staff to ensure spending is transparent, on-track, and not exceeding variance thresholds;
  • Knowledge management and documentation across all project areas, including high-level documentation of decisions and actions taken as apart of adaptive management approach.
  • Support the development and maintenance of ARC plans for DCA and partners and work closely with DCA Cambodia procurement staff to ensure donor compliance;
  • With the support of DCA Cambodia Program Officers, liaise and coordinate with all ARC partners with regards to project performance and partner implementation;
  • Participate in and represent DCA in all required USAID/ USG engagement and networking opportunities;
  • Engage with relevant Cambodian Civil Society actors, as needed and appropriate, with regards to sectoral information and updates related to the ARC project;
  • Plan, organize, and execute all ARC events and workshops inclusive of annual synergy forums, reflection workshops, and HQ/ donor visits;
  • Recruit, develop and support ARC project staff through formalized line management responsibilities such as monthly check-in meetings, completion of EDRs, and performance management; this includes revisions and adaptations to the ARC project team structure based on ongoing needs and priorities.
  • With the support of the Head of Program and CD, recruit and orient consultants for DCA activities under the project;
  • Ensure all USAID narrative and financial reports are high quality, timely, and transparent;
  • Contribute, as needed, to thematic strategic processes focused on the development and engagement of civil society in Cambodia;
  • Engage as a valued member of the DCA Cambodia team, contributing findings and information from the ARC project to DCA program strategies;
  • Perform other related duties as requested and assigned.

Experience:

  • Experience: 5 – 8 years’ experience working in international development, preferably coordinating multi-million-dollar projects for international donors; experience working on democracy and governance an asset; previous experience managing USAID-funded programs highly preferred;
  • Context: 3 – 5 years´ experience working in Southeast Asia, preferably Cambodia; knowledge of Cambodian civil society an asset.

Skills & Competencies:

  • Education: Master’s Degree required; substitution of combination of experience and education also acceptable;
  • Computer Skills: Ability to work comfortably in the MS Office Suite applications, specifically MS Word, Excel, and PowerPoint.
  • Emotional Intelligence: Highly adaptive, versatile, calm, and flexible demeanour.
  • Partnership: Experience with participatory community development approaches and with adaptive management preferred;
  • Languages: English fluency required; knowledge of Khmer an asset.
