JOB BRIEF
The USIP Afghanistan team is seeking a skilled and experienced data analyst to conduct deeper analysis of the qualitative and quantitative data the team compiles on monthly basis from different parts of Afghanistan. They will analyze the field data collected for this project, identify trends, and develop innovative approaches for combining and integrating different data types to extract meaningful insights utilizing existing statistical techniques. The data analyst will work closely with Afghanistan team. The position reports to the Senior Program Officer for Afghanistan based in Washington DC. The contract can be renewed pending funding, performance, and business needs. This is a full-time Personal Services Contractor position, based in Washington, DC.

RESPONSIBILITIES
• Conduct text analysis utilizing natural language processing techniques to extract insights from qualitative textual data, including sentiment analysis and topic modeling to uncover emerging themes, narratives, and linguistic patterns present in narratives and consultations.
• Conduct exploratory data analysis to gain a thorough understanding of the dataset’s characteristics, distribution, and key features and identify relevant variables, potential relationships, and notable trends within the data using statistical techniques such as regression analysis, and clustering to uncover hidden insights within the data.
• Conduct visualization and communication that creates visually appealing and intuitive data visualizations to effectively communicate complex findings to both technical and non-technical stakeholders. Develop interactive dashboards in Microsoft Power BI, and visual summaries or infographics for easy exploration of the analysis results.
• Collaborate with subject matter experts, project stakeholders, and field personnel to gain a holistic understanding of the context and nuances and regularly communicate findings and insights to the project team through written reports, presentations, and interactive discussions.
• Provide actionable recommendations based on the analysis to inform future programming and decision-making.
• Suggest innovative strategies for data collection, enrichment, and refinement to enhance the quality of insights.

QUALIFICATIONS ·
• Bachelor’s degree (Master’s degree preferred) in communication, computer science, statistics, or a related field)
• Five (5) or more years (3+ with MA) of relevant work experience.
• Proven track record of applying data analysis and machine learning techniques to real-world problems, with a focus on conflict-related data preferred.
• Proficiency in programming languages such as Python, R, or equivalent.
• Experience with data visualization tools and frameworks.
• Excellent communication skills to convey complex concepts to diverse audiences.
• Demonstrated ability to collaborate with multidisciplinary teams, including program, researchers, field personnel, and local communities. Experience working on Afghanistan and familiarity with the country’s conflict dynamics highly preferred.
• Strong English writing and editing skills are essential.
• Qualitative data collection skills are valued, including related to outcome harvesting, interview methods, most significant change analysis, and other methods appropriate for a dynamic and insecure operating environment.
• Experience in project management is desirable.
• Demonstrated understanding of conflict-sensitivity, gender-sensitivity and do-no-harm principles and practice.
• Strong interpersonal communication skills.
• Strong judgement and discretion in complex environments.
• Strong skills in Microsoft Office Suite, particularly MS Word, MS Outlook, and MS Excel. Previous experience with database usage is preferred.
• Strong time management skills with the ability to prioritize work and meet deadlines.
• Demonstrated ability to develop effective working relationships and strong interpersonal skills, including cross-cultural communication.
