How can you make a difference?
UNICEF Zimbabwe is inviting applications for an individual consultant to provide technical engineering support which is required to oversee the design and construction of water and sanitation infrastructure interventions in targeted communities in Matabeleland South Province and to ensure WASH activities are well coordinated with district, provincial and national government counterparts and implementing partners.
BACKGROUND
Under the new Zimbabwe country programme, UNICEF is adopting a programmatic approach in its support to the Government of Zimbabwe and the 2021-2025 National Development Plan and will leverage the devolution and decentralization agenda that is being rolled out to empower the lower tiers of Government to manage resources and enhance social service delivery including for WASH. The devolution agenda presents an opportunity to enhance domestic resourcing for WASH services and strengthen systems at subnational level to plan, budget, execute and monitor priority interventions in communities, at schools and at health care facilities. As part of the Climate Resilient WASH efforts in Matabeleland South Province, UNICEF will be supporting WASH in seven districts (Beitbridge, Bulilima, Gwanda, Insiza, Mangwe, Matobo and Umzingwane).
The consultant is expected to work closely with Rural District Councils, Provincial and District Water and Sanitation Sub-Committees (PWSSC & DWSSCs), Department of WASH Coordination and other ministries, partner organizations and other relevant stakeholders; and provide engineering support for community-led planning, construction/rehabilitation of community-managed water and sanitation infrastructure in line with risk-informed WASH design, implementation and protection standards. This will include work on Demand Led Sanitation (DLS), construction of toilets/latrines, boreholes and piped water schemes, and application of Drinking Water Safety and Security Planning (DWSSP) and Environmental and Social Safeguards (ESS).
ASSIGNMENTS
Activities foreseen under this consultancy includes but is not limited to:
- Review and support finalization of Rural District Council WASH plans in collaboration with partner organizations
- Facilitate coordination of WASH interventions in the province, district and wards with linkages to coordination mechanisms for food and nutrition
- Provide technical guidance on design, construction, supervision and certification of WASH infrastructure
- Undertake Environmental Social Safeguards (ESS) screening for planned WASH infrastructure
- Support the implementation of Drinking Water Safety and Security (DWSSP) Planning in targeted communities
- Support water, sanitation, and hygiene sector data collection and monitoring
- Document best practices and lessons learned

To qualify as an advocate for every child you will have…
Education
Advanced university degree in one of the following fields is required, Environmental Health, Civil Engineering, Hydro(geo)logy, Water Management, Sanitation Engineering or other related technical field with 5 years progressive experience in WASH in developing countries.
A first university degree in a relevant field, combined with 8 years progressive professional experience maybe accepted in lieu of an advanced degree.
Experience
At least five years of progressive experience in WASH in developing countries.
Excellent technical knowledge and experience in the planning, design and rehabilitation of water and sanitation infrastructure, piped water systems and borehole development; deployment in emergency context will be an asset.
Demonstrated experience in community engagement, hygiene promotion and/or social mobilisation.
Experience working with UN agencies and/or NGO and demonstrated ability to work in complex environment.
Proven experience of working in liaison with broad range of stakeholders including inter-alia, government agencies, international organizations, and development partners for the delivery of WASH services in humanitarian situations
Languages
Required – Fluency in English. Knowledge of Ndebele is required (verbal and written)
If interested and available to undertake the individual consultancy, please submit your application online and attach the required documents including the technical proposal and an all-inclusive financial proposal, CV and cover letter.
Technical proposal: (up to 3 pages). The technical proposal should articulate an understanding of the TOR and include the proposed Tasks/Milestones, Deliverables/Outputs, Timeline and level of effort by deliverable. The similar table provided in the TOR is indicative. Applicants may use the indicative table as a guide or deviate as per the proposed approach and/or days proposed per deliverable. The proposal should also cost-effectively propose the local travel proposed by the applicant to undertake the assignment.
Financial proposal: To be submitted separately, the Financial Proposal should include the costs/consultant fee (providing a daily rate as justification) for each task, proposed, per diem for the proposed number of field travel days, communications costs and any other proposed cost.
The duration of the contract shall be 5 months from August 2022 to 31 December 2022. The consultant is expected to work on a full-time basis based in Bulawayo with travel to/from Harare as required. The consultant shall undertake frequent travel to programme sites in the field within and outside of Matabeleland South province as official travel and this will be arranged by UNICEF or reimbursed following UNICEF operational guidelines. No DSA will be paid while living in Bulawayo.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
