Content and methodology of supervision:

As part of the UNFPA JPO programme overall framework, the JPO will benefit from the following supervision modalities:

  • Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO
  • Establishment of a work plan, with clear key results
  • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment
  • Easy access to the supervisor

Learning and Training:

In addition to UNFPA Specific onboarding trainings, a Duty-related Travel and Training Allocation (DTTA) will be provided by the sponsoring Partner Country for work-related learning activities, such as participation in seminars, workshops or other learning-related activities in the duty station or abroad, such as learning assignments.

Job Purpose: The HR Analyst will work closely with the Talent Acquisition Advisor and the Senior Human Resources Business Partner, New York Headquarters (Sr. HRBP), in the delivery and execution of HR services and programmes to managers and staff. The HR Analyst will support matters concerning talent sourcing, recruitment, onboarding and induction, mobility, and HR operations including contract management. HR Analyst positions have access to advice and on-the-job training from specialists in the individual HR occupations in the resolution of ongoing non-routine casework. You would be responsible for: A. Talent Acquisition

  • Works with the Talent Acquisition Advisor to develop effective and innovative branding, sourcing and outreach strategies and approaches to meet evolving programme needs;
  • Supports outreach activities including incorporating effective use and leveraging of online recruiting resources, social media applications, job boards, special events, professional networking, market research and relationship management;
  • Assists talent acquisition activities and onboarding in close partnership with business partners both at the Headquarters and in the regions;
  • Monitors, analyses and reports on hiring data outcomes regularly to assist evaluation/assessment of the effectiveness of talent acquisition strategies and methods with focus on continuous improvement;
  • Participates in the management of the Leadership Pool, the next generation of UNFPA leaders and our pipeline for key international rotational posts, and the global rotation exercise.

B. Delivering comprehensive Human Resources Services

  • Works with the Sr. HRBP and in collaboration with team members in the Division for Human Resources (DHR), to support the delivery of the full range of HR client services on the employment life cycle from selection, recruitment and onboarding to contract management and separation;
  • Develops a strong understanding of the rationale underlying HR policies to apply and interpret for staff and management on policies, processes and practices;
  • Supports the delivery of other HR programmes and initiatives in the client area;
  • Uses agreed metrics to measure service delivery in the client area, prepares monitoring reports and recommends corrective action as and when required,
  • Support implementation of office realignments for Headquarter Divisions – staffing changes, recruitment processes, etc.
  • Performs other tasks as assigned.

Education:

  • Postgraduate university degree (with 2 years of work experience) in any of the following disciplines: Human Resources, Business Administration, International Relations, International Development, Economics, Public Administration, Management or other related fields.
  • Bachelor’s degree (with 4 years of work experience) in any of the following disciplines: Human Resources, Business Administration, International Relations, International Development, Economics, Public Administration, Management or other related fields.

Knowledge and Experience:

  • With a Master’s Degree – Minimum of two years of progressively relevant experience in HR management, marketing, communications or other related areas providing strategic support to a large client base is required; Two additional years of relevant work experience may be substituted in lieu of a postgraduate university degree.
  • Knowledge of modern concepts and approaches, and evolving trends in the field of Human Resources, particularly recruitment;
  • Ability to deliver effective solutions to complex HR challenges in a multicultural and increasingly remote-based environment;
  • Strong analytical skills – ability to extract data, identify trends and raise to the attention more senior staff with recommended actions;
  • Demonstrated innovation and creative problem-solving abilities;
  • Excellent organisational and multitasking skills – ability to coordinate several work-streams in parallel, while maintaining attention to details;
  • Ability to handle confidential information and build a trusting rapport with staff at all levels of the Fund;
  • Ability to collaborate effectively and create sense of cohesion in teams;
  • Excellent knowledge of information technology systems and tools;
  • Previous experience with development/humanitarian organisation would be considered an asset.

Languages:

  • Fluency in English and Korean is required;
  • knowledge of other official UN languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

Conditions of Eligibility required by the Republic of Korea: • Applicants must be a citizen of the Republic of Korea. • Applicants must be fluent in Korean and English. • Applicants must be no older than 32 years of age as of 31 December 2022 (Born after 1 Jan 1990). (The maximum age limit for those who served in the military will be extended accordingly). • Male applicants must meet one of the following conditions:

  • completed national military service;
  • exempt from national military service; or
  • scheduled to be discharged from military service in the year of application.

Mandatory Attachments:

In addition to the information required by WHO, applicants must submit the following documentation as part of their application: • A scanned copy of Republic of Korea’s Resident Register. • A scanned copy of the advanced university degree. • A certificate of English language proficiency examination as per the minimum requirements/scores outlined below:

  • Applications should submit a minimum of (1) IBT TOEFL score of 100 (or PBT TOEFL 600 and above) or (2) NEW TEPS score of 430 or (3) IELTS 7 or (4) TOEIC 900 (TOEFL ‘MyBest Scores’ is not accepted).

• For male applicants who have completed national military service, a certificate of the Korean Military Service. The maximum age limit for those who served in the military will be extended* in accordance with the Support for Discharged Soldiers Act and the military service law. Those who are exempt from service or to be discharged from service in the year of application may apply. Age limit for male candidates who have completed national military service:

  • Less than one year will be extended for one year;
  • One year above and two years under will be extended for two years;
  • Two years or more will be extended for three years.

• For low-income applicants, a scanned copy of the certificate of National Basic Livelihood Security Recipients in Korean and in its unofficial English translation. • For applicants with a disability, a scanned copy of the certificate of person with disability issued in Korean and English.
