BACKGROUND

The Governance and Rule of Law Unit focuses on:

  • Supports institutional development and state building at the national and sub-national levels, cognisant of the fact that many of these processes, for the moment, unfold in parallel and often independent of each other, while focusing on creating the threshold conditions for the ultimate reconstitution of all the institutional parts in an inclusive Yemen nation state
  • Accepts and shapes its interventions explicitly around opportunities for reconciliation and stabilization, especially through inclusive governance, administrative and rule of laws institutions, while encouraging and enabling approaches which are grounded in national, sub-national and local economic realities
  • Works with emerging patterns and approaches to inclusive basic service delivery, especially at the sub-national level, framed within the existing institutional framework for local governance; and
    • Standard information on key Unit priorities/challenges from drop down centrally managed list of Unit TORs
    • Key priorities that govern or provide direction for the work of the position to demonstrate link between the Unit priorities and position priorities/expected outcomes of incumbent.

DUTIES AND RESPONSIBILITIES

UNDP Yemen’s rule of law programming is implemented in close collaboration with the Office of the Special Envoy for the Secretary-General for Yemen. Joint programme approaches with partner UN agencies are used where appropriate, according to each agency’s expertise and mandate.

The Project Manager (PM) works in close daily collaboration with the project staff, with staff of other UNDP Projects, Programme and Operations Teams, UNDP Regional Office and HQ staff and relevant UN agencies to ensure adequate implementation of the project work-plan(s).

The PM provides technical leadership on all areas of the Project and oversees the administrative and financial management.

Her/his support will cover the following domains:

(a) Strategic guidance and continuous development of the Project’s approach, tools and implementation modalities, based on a real-time analysis of the context and emerging needs.

(b) Technical and administrative project management, including for all project’s resources (human, financial, assets, etc.).

(c) Representation, communication and advocacy on the Projects’ approach and results towards government partners, civil society, UN system and other technical and financial development partners, leading to partnership-building for deeper project impact.

Ensure effective project management:

  • Coordinates and manages the overall implementation of the Project.
  • Provides substantive inputs on rule of law into UN-led planning processes.
  • Provides strategic oversight of planning, budgeting, implementing and monitoring of the project.
  • Prepares, reviews and adapts project Annual Work Plans, including human resources and procurement plans, in line with Project’s Activity Matrix and Results Framework and compliant with UNDP’s Rules and Regulations.
  • Ensures Project is implemented in alignment with UNDP’s Rules and Regulations.
  • Manages partnership and contract arrangements with government counterparts and responsible/implementing partners for project implementation.
  • Identify and develop new programmatic opportunities and draft related proposals.
  • Ensures that the project’s monitoring mechanisms and evaluation moments are designed and implemented according to UNDP Yemen standard operating procedures, UNDP programme and project management guidelines.
  • Ensures quality and timely preparation of results-focused and accountability reports (quarterly, bi-annually, annually and final, as required) and ad-hoc updates if and when requested and ATLAS updates in line with donor agreement and UNDP programme and project management guidelines and ensures timely submission.
  • Oversees the development and implementation of the project’s risk management framework in line with UNDP’s Enterprise Risk Management (ERM) policy.
  • Ensures quality and timely planning, conduct of and follow up on project oversight and governance initiatives and recommendations – project reviews, audits, monitoring missions, evaluations and board meetings.
  • Ensures implementation of adaptive management approaches, conflict and gender sensitivity in the project.

Responsibility for management of project financial administration, procurement and operations:

  • Ensures strategic and efficient management of financial resources of the Project.
  • Analyses and ensures alignment of project budget with Activity Matrix and Results Framework.
  • Provides technical and managerial advice on the development of systems, processes and mechanisms to support discretionary fund distribution, monitoring and accountability.
  • Monitors achievement of the financial targets. Monitors budget execution rates and provide continuous feedback and advice Team Leader and CO on rate of financial delivery.
  • Ensures that financial plans are in place and regularly updated.
  • Manages the procurement of goods and services for the project in compliance with established corporate procedures regarding (sub-) contract review and the awarding of contracts; evaluates for cost-effectiveness and manages the negotiations in connection with eventual agreements.
  • Leads the preparation of the annual human resources and procurement plans, as part of the AWP, and ensures the timely procurement of goods and services.
  • Leads and ensures timely organization and implementation of audits according to agreed schedule and monitors the follow-up and implementation of audit recommendations.
  • Seeks technical inputs of the Conflict & Development Specialist in the Country Office and seeks cooperation with the OSESGY (Office of the Special Envoy of the Secretary-General to Yemen), to guarantee that the Project maintains a high level of conflict-sensitivity and contributes to the peace process efforts as relevant.
  • Seeks technical inputs and possible implementation partnership with UN agencies including UNFPA, UNICEF, UN Women, and other specialized international agencies as appropriate

Ensures project development, coordination, partnership building and resource mobilization:

  • Engages and coordinates with other relevant projects implemented by UNDP Yemen, as well as UN organizations, NGOs, and other agencies, to ensure complementarity, minimize overlaps and/or duplication, and identify synergies and areas of cooperation.
  • Supports the development of strategic partnerships and alliances with the Office of the Special Envoy to Yemen (OSESGY), other UN Agencies, bilateral organizations, regional partners, academic and CSO organizations.
  • Coordinates the negotiations in establishing new partnerships, drafting of agreements, and monitoring their implementation.
  • Designs and develops resource mobilization strategy for additional, complementary and/or follow-up activities, within and beyond the current project duration; engages with potential donors and; coordinates the negotiations in establishing new donor agreements.
  • Participates in relevant meetings and forums, representing the project.
  • Contributes to the design and formulation of AWP activities and interventions, as per goals, outcomes and outputs as defined in the project document, on the basis of lessons learned and with the input of innovative approaches.

Ensures innovation, knowledge-building/management and communication:

  • Leads activities to build capacity and create awareness around PPM and ERM within the Project Team.
  • Leads activities to build capacity and raise awareness on activity portfolio innovation, shares global good practice in innovation, coordinates regular activities to identify opportunities for innovation of the Project’s activity portfolio and ensures follow-up on recommendations.
  • Leads the identification and synthesizing of lessons learnt and best practices emerging from the Project.
  • Actively promotes a knowledge sharing and learning culture within the Project Team and the responsible parties.
  • Ensures the development and dissemination of knowledge and communication products in line with the approved project document.

Supervisory/Managerial Responsibilities: The project manager will supervise the performance and work of the project team including the 2 project officers, project coordinator, communication officer, admin and finance associate, finance officer, national police specialist, and police advisor.

QUALIFICATIONS

Education:

  • Master’s degree in law, international development, public administration, public policy or other relevant social science.
  • A post-graduate certification in peacebuilding / conflict resolution will be an asset.

Experience, Knowledge, and Skills:

  • 7 years of progressively responsible experience in programme design and management in rule of law, governance, peacebuilding; and experience in conflict settings.

  • Demonstrated high-level technical expertise in at least one of the following domains of rule of law: community safety, access to justice, gender justice, judicial reform, prison reform.

  • Hands-on experience in design, monitoring and evaluation of development programmes and projects

  • Proven experience in establishing partnerships among international organisations and national governments.

  • Deep understanding of gender equality challenges in contexts similar to Yemen.

  • Experience in partnership building and/or inter-agency coordination in crisis contexts.

  • Proven ability to interact at senior level with government counterparts including in sensitive political contexts as in Yemen and to provide high quality and accessible advice.

  • Experience in managing projects in a complex political and security environment in a UN environment will be an asset.

  • Previous managerial experience in the UNDP/UN system will be an asset.

Language Requirements:

  • Proficiency in oral and written English.
  • Working knowledge of Arabic is an asset, but is not a requirement.
