UN Women Jordan Country Office is one of the largest UN Women field presences and operates in a complex humanitarian-development-peace context and across the triple mandate of UN Women – coordination, normative and programmatic. In the current context of UN Development System Reform and the impact of Covid-19 on the lives of women and girls, it is crucial that the Jordan UN Country Team is supported to deliver on its commitments to gender equality and women’s empowerment, and in its support to the Government of Jordan.

Under the guidance and supervision of the Country Representative, and in close coordination with the Deputy Representative/Head of Programme, the Coordination Analyst will support UN Women’s inter-agency coordination portfolio through key UN planning frameworks (including the UNSDF and UN Socio-Economic Framework for the Covid-19 Response and Recovery and will support the strategic coordination of Jordan’s priorities for gender equality and the empowerment of women (GEEW). The Coordination Analyst will: work with the UNCT Gender Theme Group chaired by UN Women to implement the UN Jordan SWAP Scorecard recommendations and to identify opportunities for joint UN initiatives/programmes); work with the Gender Partners Coordination Group which brings together Ambassadors, the head of the National Women’s Machinery and the UN to strengthen coordination of international support; work with humanitarian partners to implement the recommendations of the GiHA review led by UN Women and UNHCR and to support the Sector Gender Focal Points Network led by UN Women and UNHCR; and identify entry points for UN technical experts in the provision of integrated GEEW policy advice to the Government of Jordan through the UNCT.

Content and methodology of supervision:

Establishment of a Work Plan: During the first month of the assignment, the Junior Professional Officer (JPO) will work jointly with the direct supervisor to finalize an agreed upon work plan. The final work plan will be discussed and mutually agreed to by the JPO and supervisor

Evaluation:

The Performance Management and Development (PMD) tool will serve as a primary platform to evaluate of the JPO’s performance.

Training components:

  • Participation in a UN Women Induction Course in New York or remotely if applicable.
  • UN Women mandatory online training courses
  • Access to online training and learning resources of the Learning Management System to develop management skills as well as knowledge in specific technical areas in line with the individual learning plan developed annually with the supervisor
  • Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide

Learning components:

On completion of the assignment, the JPO will have/be able to analyze policies and plans from a gender equality perspective; gained solid understanding of UN coordination structures and systems in both the development and humanitarian spheres; gained strengthened programme planning, coordination and management skills; to identify strategic opportunities for coordinated advocacy and gained the ability to develop and implement plans to realize these opportunities.

In addition to strengthening of UN Women competencies skills set, in particular those listed below, the JPO will also learn/acquire some of the following:

  • Develop in-depth knowledge of UN Women’s work in Jordan and beyond
  • Develop a strong ability to develop and strengthen strategic partnerships across a broad range of partners, including government, development and humanitarian partners, UN agencies, civil society organizations
  • Gain the ability to prepare quality and effective knowledge products including briefs, concept notes and talking points
  • Develop skills in coordination, advocacy and strategic planning
  • Have access to on the job training and mentoring
  • Participate in a range of meetings and serve as a representative of UN Women

Duties and Responsibilities

1. Provide support to the Country Representative in strategic planning for the Jordan Country Office

  • Provide substantive inputs on the formulation of concept notes for UN Women’s coordination portfolio; as well as the office’s Strategic Note;
  • Provide inputs to the development of country programming processes and products, including the annual workplan, Strategic Note, and programme/ project documents; the preparation of United Nations Development Assistance Frameworks (UNDAF) and other UN system joint programming documents;
  • Follow up on required action/outstanding issues and report on outcome/ result. Alert the Country Representative on critical issues to be addressed.

2. Provide technical support to the Country Representative and Jordan Country Office on inter-agency coordination

  • Provide technical support to joint inter-agency UN planning processes and similar exercises;
  • Prepare briefing materials for the Jordan Country Office on issues to be discussed in the UN and other events and meetings;
  • Prepare background materials and analysis for the Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support the inclusion of GEEW in UNCT plans and priorities;
  • Provide technical support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Women’s coordination work, as necessary.

3. Provide technical support to the development of strategic partnerships and resource mobilization efforts

  • Provide support in delivering activities and other promotional events to engage bilateral and multilateral institutions/ donors, private sector and civil society to expand and/or sustain interest and resources for UN Women programmes and joint UN system programmes;
  • Prepare background documents and analysis for the Country Representative to forge and implement strategic partnerships to increase outreach on UN Women’s coordination work in country;
  • Provide support to development partners and national counterparts on implementation of key UN frameworks and conventions on gender equality;

4. Provide advocacy and communication support to the Jordan Country Office

  • Support joint UN advocacy and communications initiatives on issues related to GEEW, including International Women’s Day, the HeForShe Campaign and the 16 Days of Activism Against Gender Based Violence;
  • Participate in and contribute to dialogues around gender equality and the empowerment of women, as necessary.

5. Facilitate knowledge building and sharing

  • Provide support to the development and dissemination of good practices and lessons learned; ensure incorporation into planning;
  • Contribute to capacity building exercises, as necessary

Required Skills and Experience

Education and certifications:

  • Master’s degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required with 2 years of relevant experience (as per below experience requirements);
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building, in the field of gender equality and the empowerment of women;
  • Experience of working in gender equality and women’s rights at the international level is an asset;

Language requirements:

  • Fluency in English is required
  • Knowledge of another UN official working language is an asset.
