Ukraine Response Director

Established in 1977, GOAL is an international humanitarian agency, with a team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 14 of the world’s most vulnerable countries, GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods.

General Description of the Role:

The Ukraine Response Director will grow, lead and manage the GOAL Ukraine response in Poland and the Ukraine initially, looking at expansion if appropriate based on needs. The response will be adaptive and implemented through and with partners with GOAL implementation when local capacity and systems become overwhelmed. The Response Director will manage the overall response team and ensure that GOAL programming is needs appropriate, agile and impactful.

Main Objectives of the Position:

· Set a clear strategic direction and vision for the response in line with GOAL Global Strategic priorities.

· Lead on an adaptive response framework by ensuring that GOAL works with appropriate partners that add value and impact.

· Lead on portfolio growth with a wide range of institutional donors, proactively engaging existing and future donors in a collaborative manner.

· Manage collaborative partnerships with consortium partners, sub-grantees, local governments and other stakeholders.

· Identify and manage the recruitment of response team members appropriate to start up and scale up plans.

· Manage response human resourcing and supervise appropriate team members.

· Ensure program implementation is on time, target and budget.

· Lead on the establishment of effective M&E systems that incorporates learning to reach desired impacts.

· Responsible for managing response-wide financial exposure to ensure effective forecasts and resourcing.

· Responsible for effective governance of the response including day-to-day management of the Internal Auditor; maintaining an effective control environment through management action on audit findings; review of Feedback, Complaint Response Mechanism (FCRM) reports and liaising with the Head of Investigation Unit on case by case basis.

· Responsible for ensuring appropriate and effective support functions for programme implementation.

· Manage the overall safety/security management and appropriate duty of care of the response programme staff.

Personal specifications:

· 5-7 years at Country Director/Response Director level in an overseas humanitarian or development environment or 5-7 years’ experience as part of a Senior Management Team in a humanitarian assistance programme.

· Experience in managing programs and teams in active conflict zones and insecure conditions.

· Experience in partnership approaches and sub-granting procedures and monitoring under USAID or similar compliance requirements.

· Ability to support multiple geographical locations and streamline support systems across locations.

· Ability to manage diverse teams both in person and virtually across geographic locations.

· Experience in directly managing multi-sector programmes across multiple grants and/or experience in managing qualified programme managers implementing multi-sector activities across multiple grants.

· Relevant post-graduate qualification in business, administration, management, social science, international development etc. or relevant degree level qualification alongside 3-5 years professional management experience in a leadership role

· Experience in leading a large and geographically dispersed team under challenging circumstances.

· Experience in engaging with national level government line ministries and donor agencies.

· Experience in adaptive programming

Desirable:

. Knowledge of Ukrainian or Russian language would be a benefit
