
World Relief
POSITION SUMMARY:
Responsible for supporting technical, administrative, logistical and managerial components for project implementation and program development. The responsibilities include detailed regional humanitarian lead assignments described below as well as more general duties including monitoring the progress of current projects, providing assistance with future development, identifying opportunities, participating with preparation and management of budgets, and preparing proposals and assessments under the supervision of the HDR Director. This position provides technical support to and back stops World Relief’s humanitarian programming efforts in Ukraine, Slovakia, Romania, Hungary and Poland. The Ukraine Response Coordinator-Regionally Based works as part of the program team to meet field needs for program development and technical support. May also be required to provide technical assistance to program activities in other locations as needed.
ESSENTIAL FUNCTIONS:
Essential Functions as Ukraine Response Coordinator:
- Coordinate all Ukraine response activities in Ukraine and the neighboring states including partner support and engagement
- Identify and manage a regional coordination office in a TBD location in the region
- Lead business development and resource mobilization efforts to expand humanitarian programming for the World Relief Ukraine response effort
- Identify and prioritize major donor funding (USAID/BHA, FCDO, EU, etc.) in regional and country-specific discussions with donor representatives
- Present to the HDR Director a detailed 2-3 year plan for World Relief Ukraine response efforts by the end of the first 90 days active engagement in the region
- Regularly visit partner offices and programs to monitor, assess and strengthen capacity to expand core competencies
- Provide professional technical advice and supervision in the area of civil engineering related to rehabilitation and reconstruction activities
- Ensure that all World Relief activities comply with the organization’s commitment to the Core Humanitarian Standard (CHS) and the Sphere technical standard
- Ensure compliance with World Relief’s monitoring & evaluation tools and processes
Other Important Functions and Responsibilities:
- Ensure quality program budget preparation, monitoring and donor reporting.
- Ensure quality and compliant grants, contracts and MOUs
- Provide management support in the preparation of periodic reporting to donors by collecting information and preparing work plans, Detailed Implementation Plans, annual reports, evaluations and other reports as required by all donors
- Provide management support in the development of budgets for proposed programs
- Serve as a point of contact and liaisons between private fundraising arms and country offices to coordinate private fundraising efforts with the field
- Support as requested by the HDR Unit Director in matters related to Human Resources, Security, Stakeholder management and any other requested duties.
- Provide representation, networking and cultivation of relationships with program and other partners, technical donors and other organizations implementing programs.
- When requested, represent World Relief at professional conferences; enable publishing and presentation of accomplishments in professional fora
- Participate in the organization of program-related workshops, meetings and/or events.

REQUIREMENTS:
Key qualifications: BSc in Civil Engineering or related field and 7-9 years’ relevant experience with international development programs; overseas field experience a must; or MSc in Civil Engineering or related field and 5-7 years’ relevant experience with international development programs. Experience working in cross-cultural multi-linguistic settings required.
- The candidate must be fluent in both written & spoken English; fluency required in Ukrainian and Russian
- Experience working with professional and support staff in a multicultural, multi-linguistic environment; cross-cultural sensitivity highly helpful and preferred
- Demonstrated experience in working with Government and/or NGO/FBO/CBO sectors
- Demonstrated experience in managing large US government grants and/or consortia, other major donor funding, support through UN agencies and the international cluster system and foundations
- Demonstrated experience managing and providing technical competence in rehabilitation or reconstruction projects within the humanitarian context
- Ability to travel to hardship locations up to 60% of time annually
- Proficiency in Microsoft Office applications including MS Word, Excel, Publisher and PowerPoint. Internet fluency a plus

- Great lengths of time working on computer, reading from computer screen, entering information, standing at copier or fax machine, and some time on the phone or in skype meetings may be required
