Position Location: Remote but within a European timezone

Overview: This scope of work (SoW) outlines the Ukraine Project Manager/Team Lead (PM) position with COAR Global’s Ukraine team, known as Left Bank Analytics (LBA). Successful candidates will be added to COAR/LBA’s Ukraine PM roster. Once candidates are added to our PM roster, they will be notified of specific openings which they may be interested in, and become finalists for those positions. The PM will be expected to lead on, direct, and supervise the overall implementation of all project components and activities within planned budgets and work plans. The PM is also expected to ensure proper allocation of resources, lead on recruitment of required staff, manage the relationship and communication with clients, ensure compliance with internal COAR policies; and perform any other technical or administrative functions as required.

About COAR and LBA: COAR Global is an independent social enterprise that directly supports practitioners, policy-makers, and donors by facilitating humanitarian and development interventions in complex, fragile, and high-risk environments such as Syria, Myanmar, Lebanon and Libya. The Ukraine team is known as LBA.

Objectives:

  • Oversee or perform all project setup, implementation, and close-out functions.
  • Ensure smooth and on-time production of all product deliverables.
  • Maintain and develop the relationship between LBA/COAR and the client, in a way that ensures the client’s satisfaction and a successful project.
  • To keep the Country Director abreast of the progress of all aspects of the project.

Activities:

Project Cycle Management and Team Leadership:

  • Plan the delivery of the overall project implementation and its activities in accordance with the proposal.
  • Set up, direct and supervise all project implementation planning and work processes (internal project kick off meeting, weekly team meetings, directing teammate questions to the relevant internal stakeholders, workplaning etc…);
  • Plan all required resources for the project implementation (including needed staff, both fixed and consultants) as well as collaborate with HR on recruitment.
  • Manage project team members, and ensure deliverables are timely and high quality, including the analytical, drafting, editing, graphic design and data visualization required for each deliverable.
  • Monitor, evaluate and suggest changes and improvements based on observations and discussions with stakeholders.
  • Oversee all administrative and project management functions, including contracting and narrative reporting.
  • Ensure project spending is in accordance with budget, with the support of the finance team.
  • Serve as project focal point for coordinating with all internal support functions (finance, operations, comms, etc…)
  • Support the Country Director in business development by contributing to proposals/bids and engaging with potential clients

Client Relations:

  • Act as primary focal point for communication with client and its partners.
  • Proactively communicate with clients’ staff regarding any clarity required for work deliverables
  • Ensure the client is constantly up to date on work streams and on any modifications

Miscellaneous:

  • Other tasks as requested, such as helping with other projects, contributing to concept notes and proposals, etc…

Qualifications and Experience

The ideal candidate for COAR Ukraine project manager will have:

  • A MA degree in business management, political science, international affairs, sociology, public administration, public policy, area studies, international development, or a related field.
  • A minimum of five years’ work experience in the design, management and implementation of client-funded projects, preferably within the field of research and analysis for think tanks, research organizations, NGOs, a UN agency or other IO, or in the private sector.
  • Demonstrated understanding of donor-funded humanitarian, early recovery, stabilization, and/or development architecture.
  • Proven ability and/or willingness to work under tight deadlines, and irregular hours when necessary.
  • Superb organizational, interpersonal, communication and negotiation skills.
  • Ability to work collaboratively and independently within a remote-based team;
  • Extensive knowledge of the Ukraine context.
  • Fluency in English and a near-native English language writing skills;
  • Russian and Ukrainian language knowledge is a strong asset.
  • Commitment to discretion and confidentiality – Experience working on sensitive topics is desirable.
