Terre des Hommes Italy (TDH It) is a non-profit organization dedicated to protecting children against all forms of violence or abuse and guaranteeing their right to health, education and life. TDH It, which is part of the TDH International Federation, is currently working in 20 countries worldwide, carrying out humanitarian interventions and development projects in the sectors of education, mother and child health, child protection and rehabilitation, to the benefit of thousands of children, their families, and communities. TDH Italy (Tdh IT) is implementing relief projects in Ukraine financed by private and public donors. Within this context TDH IT is looking for a Local Finance Officer to join our team in Kiev with the purpose of managing the accounting of different interventions funded by private and institutional donors and to support the consolidation of Terre des Hommes Italy Delegation in the Country.

The Local Finance officer is responsible for carrying out and supervising the Tdh Italy project’s financial activities and ensures financial needs are met. He/she ensures the proper and effective management of financial resources, in accordance with the Organization’s and donor’s procedures and under the supervision of Project Manager and Regional Finance Coordinator.​

The main duty station will be Kiev/Irpin with regular missions in the Country if the security conditions allow itor in Poland .

Main responsibilities and tasks

  • Collect, record the vouchers in accordance with the internal procedures of TdH It. and the donor ensuring that the expenditures are fully and properly documented;
  • File vouchers and maintain voucher filing system ensuring that files are updated, complete and safeguarded on both system electronic and hardcopy.
  • Prepare photocopies and scan of vouchers and other supporting documents as required.
  • Process direct payments and advance requests
  • Prepare cash and bank reconciliations
  • Prepare cash counts regularly,
  • Ensures a regular monitoring of the bank account(s).
  • Prepare photocopies and scan of vouchers and other supporting documents as required.
  • File vouchers and maintain voucher filing system such that files are updated, complete and safeguarded on both system electronic and hardcopy.
  • Prepare all documentation for contracts issuance;
  • In collaboration with the Project Manager and Regional Finance Coordinator prepares the monthly procurement end expenses plan and follows up on ongoing procurements for timely delivery of goods and services.
  • Help the Regional Finance Coordinator, in preparing project interim and final project financial reports
  • Monitors project expenditures ensuring that no expenditure is incurred before it has been authorized.
  • Coordinates and ensures proper administrative filing according to Tdh Italy procedures
  • Ensures all support documents are translated in Italian or English
  • Help in the financial, budgetary and logistical closure of the project;
  • Collect relevant requested documentation in case of internal and external audits.
  • Performs any other tasks as requested by the Regional Coordinator , Regional Finance Coordinator or Project Manager

Required profile and experience

Education

Bachelor’s degree in business administration/economics/accounting​

Professional Experience

  • Minimum of 2 year of experience in finance and administration​;
  • Previous experience in administrative roles in international organizations, preferably of at least 1 year,

Professional Requirements

Proven experience with using financial or accounting software and sound knowledge of double entry accounting

Excellent computer skills with high proficiency in Microsoft Word and Excel

Experience in bank and cash reconciliation.

Strong commitment to the aims, principles, and values of TDH IT

Very high sense of discretion and integrity when dealing with sensitive information

Languages

Ukraine native language

Fluency in English is mandatory and Italian preferable.​

Personal Requirements

  • Strong diplomatic, interpersonal, listening and communication skills.
  • Strong computer knowledge and skills.
  • Ability to work independently, under pressure
  • Ability to work in a multidisciplinary and multinational team
  • Ability and willingness to travel to assigned project areas.
  • Valid residency in Ukraine or Ukraine nationality will be considered as a plus

Salary according to experience and TDH IT salary scale.
