Position Summary:

Serve as key interlocuter and representative for HIAS’ Emergency Team in the Ukraine Crisis response hub centered in Rzeszow, Poland. This role will report to the Emergency Department at HIAS and report directly to the Senior Director, Emergency and Humanitarian Programs or her designee. Once in place, this role will have a reporting line to the Emergency Team Lead based in Lviv.

This Coordinator will primarily support the representation and coordination needed for the Ukraine response inside of Ukraine and along the Ukraine/Poland border (Medyka and surrounding areas). During this assignment the Coordinator will be in daily contact with the HIAS consultant supporting the start of refugee support in Poland and provide tandem guidance and recommendations to the Regional Director, Africa Eurasia for identified partnerships and strategic positioning for HIAS in Poland and neighboring countries for refugee support.

The Coordinator will deploy for a minimum of six months by the Emergency Department and will be based primarily in Rzeszow with the ability to travel within Poland and, as security permits, to L’viv, Ukraine. The Coordinator may also travel to the wider region (Moldova, Romania, Hungary, Slovakia).

Essential Functions:

  • Attend daily OCHA led Community of Concern briefings and sharing notes to Emergency Department on toplines reported and key contacts. Represent HIAS at the Community of Concern meeting meetings and brief out on status of current operations.

  • In consult with the Emergency Department, represent HIAS to donors including: Multilateral, bilateral, ECHO and USAID DART for routine updates on HIAS operations and progress with award. Report on progress from meetings as well as future opportunities.

  • Coordinate donor and HQ visits to Poland and L’viv.

  • Attend relevant cluster meetings for HIAS and R2P to have operational involvement and knowledge of information sharing.

  • In consult with Senior Director, Emergency and Humanitarian Programs and Director, Africa and Eurasia, present HIAS to donors operating from Rzeszow.

  • Identify potential partnerships for emergency response and coordinate with Senior Director, Emergency and Humanitarian Programs for recommendations on potential partnerships on the border with Ukraine.

  • As needed and pending HIAS security approval, travel to L’viv hub to coordinate with HIAS Emergency Team and to represent at L’viv coordination hub. Report out to humanitarian community status of HIAS’ operations in both Ukraine and Poland.

  • Support and monitor the partners with HIAS in Poland

  • Provide weekly situational report updates that includes meetings attended, key contacts established and recommended follow up and advocacy to the Emergency Department.

  • Maintain a list of key contacts in table format to share with HIAS.

  • Manage the coordination of HIAS Inc. information requests on HIAS’ role in Ukraine response. Collect stories from recipients of HIAS programs to share with the Emergency Department and HIAS HQ.

  • Periodically draft blog posts for use with HIAS Net.

  • In consult with the Emergency Department and Regional Director, Africa and Eurasia, assist with the setup of HIAS in Poland to meet HQ standards including overseeing the collection of risk information.

  • Support the Emergency Department and Institutional Development team with drafting proposal writing for key institutional donors: USAID/BHA, PRM, UN OCHA and UNHCR.

QUALIFICATIONS & REQUIREMENTS:

  • Ability to deploy for a minimum of six months.

  • Dynamic individual with a proven ability to achieve results in a demanding, fast-paced, and often insecure environment.

  • A minimum of 3-5 years of experience in emergency/humanitarian programs, of which at least two must be in the field in complex, challenging, and/or insecure environments.

  • Demonstrated experience conducting rapid needs assessments and designing technically sound programs to respond to identified needs on the ground.

  • Experience in both direct implementation as well as sub-partner management preferred.

  • Experience designing programs and contributing to proposals and budgets for standard institutional emergency donors.

  • Ability to work well with others and rapidly adapt to new countries/contexts.

  • Able to work with minimal supervision and flexibility to work in challenging environments and with high workloads, potentially with limited mobility.

  • Education: Bachelor’s Degree required; Master’s Degree preferred.

  • Completion of Hostile Environment Awareness Training (HEAT) or equivalent within the past three years is preferred and /or willingness to complete training before start of deployment.

  • Excellent English language skills (verbal and written) required. Fluency in Ukrainian and/or Russian strongly preferred.
