As one of the few INGOs with an operational presence in Ukraine, we are already responding with initial life-saving activities in the Donetsk and Luhansk Regions, with the intention to scale-up assistance in the central and western regions of Ukraine. We have also launched a programme to support refugees arriving in Moldova, where we also already have a presence, and are investigating a further response in Poland.
We are seeking passionate, professional and experienced candidates for a number of roles to support our response to the Ukraine crisis. We are looking for talent which thrives in collaborating with others (inside HelpAge International and beyond) and who can work in agile ways and across boundaries.
Key areas for impact, influence and responsibility
As Logistics Manager you will support the establishment of Operations and Logistics support for the Ukraine response. Delivering on the key areas below and recruitment and, where necessary, training of key national roles including an Operations Manager, and logistics and procurement staff:
- To organize all logistics process including purchasing, warehousing, communication, asset management and transport.
- Contribute to proposal writing by advising on logistic requirements in respective location.
- Prepare a procurement plan fort the next 6 months
- Ensure that programme procurement is in line within donor requirements and standards and reflects HelpAge International’s ethical purchasing policy and business ethics.
- Ensure effective warehouse management through maintenance of up to date records of all items received and dispatched at the same time ensuring that necessary documentation is in place.
- In liaison with admin colleagues ensure all aspects of staff/visitors and cargo movement and that admin issues relating to procuring warehousing/accommodation etc, are effectively handled
- Plan, implement and monitor effective vehicle management systems in the bases, through liaison with the Area Manager, other team members, and drivers in ensuring regular maintenance, fueling and repair of the vehicles as per monthly schedules.
- Ensure that all guidelines, aids and tools on vehicle management are effectively implemented and monitored.
- Develop and co-ordinate emergency preparedness and continuity plans for logistics
- Make assessments of logistics issues and needs of new emergency situations and submit reports to line manager as may be required.
- Establish and maintain good contacts with suppliers, government offices, local authorities and other NGO’s with regard to logistical issues.
- Represent HelpAge at Logistics Cluster meetings
Let’s talk about you
You will be someone with:
- Substantial experience in logistics in an emergency or insecure context with management responsibilities overseeing multiple worksites
- Excellent understanding of the strategic contribution of logistics to an effective emergency response with the ability to establish, implement and review effective systems
- Proven ability to build staff capacity
- Good understanding of donor rules and guidelines
- Experience of budgeting for logistics
- Good organizational, forecasting and planning skills
- Well-developed interpersonal and team skills and proven ability to work in demanding and insecure situation
- Fluent written and spoken English (Ukrainian desirable)
- Full valid driving license
